แนวทางการพิจารณาเอกสารที่ใช้ประกอบการจัดซื้อจัดจ้างพัสดุอากาศยาน
ตามข้อตกลงร่วมระหว่าง กองการบินทหารเรือ กองเรือยุทธการ และศูนย์ส่งกาลัง กรมพลาธิการ ทหารเรือนอกจากการกาหนดแนวทางการจัดหาอะไหล่ชิ้นส่วนซ่อมบารุงอากาศยานของ ทร. ตามข้างต้นแล้ว หน่วยที่เกี่ยวข้องในการจัดหาพัสดุอากาศยาน ได้แก่ ศกล.พธ.ทร. และ กบร.กร. ในฐานะที่เป็นหน่วยจัดหาและ หน่วยผู้ใช้ ยังมีการกาหนดแนวทางการพิจารณาเอกสารที่ใช้ประกอบการจัดซื้อจัดจ้างพัสดุอากาศยานเพิ่มเติมอีก ด้วย เนื่องจากหน่วยงานตามที่ ทร. กาหนด ได้แก่ FAA. CAA. EASA และ Dot แล้วยังมีหน่วยงานในเชิงลึกอื่น ๆ ซึ่งเมื่อผู้เสนอราคา ได้แสดงหลักฐานทางเอกสารประกอบการพิจารณามาพร้อมกับใบเสนอราคาแล้วอยู่ในเกณฑ์ที่ สามารถยอมรับได้ ทั้งนี้ สามารถรวบรวมเป็นรายละเอียดที่สาคัญได้ดังนี้
๑. การยอมรับเอกสาร ASA-100 Certificate และ ISO 9001:2008 and EN/AS 9120:2002 (ตามบันทึก ศซอ.กบร.กร. ที่ กห ๐๕๑๒.๑๑.๖/๙๐๓ ลง ๑๕ ก.ย.๕๓ และบันทึก กบร.กร. ที่ กห ๐๕๑๒.๑๑/ ๒๓๓๘ ลง ๘ พ.ย.๕๓)
- ระบบมาตรฐาน ASA-100 Certificate เป็นระบบรับรองมาตรฐานที่ออกให้โดยหน่วยงาน Aviation Suppliers Association ZASA) ซึ่งเป็นหน่วยงานที่อยู่ภายใต้การรับรองจากFAA.อีกทอดหนึ่งโดยเป็น หน่วยงานจัดทาระบบมาตรฐานที่ FAA. รับรองตาม AC00-56A เพื่อเป็นการสร้างความเชื่อมั่นให้แก่ลูกค้าทั่วโลก ว่าชิ้นส่วนอะไหล่ที่ได้รับ มีคุณภาพและเป็นอะไหล่แท้ที่ผลิตขึ้นโดยตรงจากบริษัทผู้ผลิต ซึ่ง กบร.กร. ยอมรับความ น่าเชื่อถือเทียบเท่าการรับรองจาก FAA. โดยตรง มีทั้งสิ้นจานวน ๕ หน่วยงาน ๖ มาตรฐาน

CAA. และ EASA
- กบร.กร.ยอมรับในเอกสารของผู้เสนอราคาขายพัสดุอากาศยาน โดยมีเอกสารระบุมาตรฐาน ISO 9000 Series ซึ่งออกโดยหน่วยงานของ ANSI-ASQ National Accreditation Board (ANAB) ซึ่งเป็นสมาชิกของ American National Standards Institute (ANSI) ตามมาตรฐาน ISO-9000 Series ทั้งนี้ เอกสารดังกล่าวต้อง ระบุมาตรฐานเกี่ยวกับ Aerospace เท่านั้น และใบรับรองจะต้องไม่หมดอายุ

- กบร.กร. ยอมรับเอกสารรับรองมาตรฐานด้านการบินที่ออกโดยหน่วยงาน CAA. ของทุกประเทศ แต่ ทั้งนี้ต้องระบุรายละเอียดในการรับรองมาตรฐานตรงตามเอกสารจัดซื้อ/จ้าง ของทางราชการได้กาหนดไว้ เช่น ขีด ความสามารถระดับการซ่อมบารุง แหล่งจัดจาหน่ายผลิตภัณฑ์ เป็นต้น
- กบร.กร. ยอมรับอะไหล่ที่เป็น P/N แทน (Supersede) ที่มีหนังสือยืนยันจากบริษัทผู้ผลิต และอะไหล่ สภาพ Overhauled Condition (OHC) ในขั้นตอนการเสนอราคา โดยจะพิจารณา P/N ตรง สภาพใหม่ P/N แทน สภาพใหม่ และ P/N แทนสภาพ OHC ตามลาดับ
-การรับรองเอกสารจากต่างประเทศ(Notary Public) เป็นการรับรองลายมือชื่อของผู้ที่ลงนามใน เอกสาร ให้ถือปฏิบัติตามแนวทางปฏิบัติตามระเบียบกระทรวงการต่างประเทศ ว่าด้วยการรับรองเอกสาร พ.ศ. ๒๕๓๙ ทั้งนี้ เอกสารที่ทาในต่างประเทศ และมิได้เป็นเอกสารที่ต้องมีการลงลายมือชื่อของผู้มีอานาจในนามนิติ บุคคลหรือบคุ คล เช่น เอกสารระบุ Class, Rating ในการซ่อมทา, เอกสารแจ้งการเปลี่ยน P/N ของผู้ผลิต เป็นต้น จึงไม่ใช่เอกสารที่ต้องมีการรับรอง Notary Public แต่อย่างใด
จากแนวทางการจัดหาชิ้นส่วนอะไหล่อากาศยานตามที่กล่าวมาแล้วข้างต้น ให้ได้มาซึ่งอะไหล่ชิ้นส่วนใน การซ่อมบารุงอากาศยาน เพื่อให้ กบร.กร. ในฐานะหน่วยผู้ใช้ สามารถนาอะไหล่ฯ ดังกล่าวไปใช้ในการซ่อมทาใน ระดับฝูงบิน ระดับกลาง และระดับโรงงาน ได้อย่างมีประสิทธิภาพ สามารถเตรียมความพร้อมของอากาศยานด้าน ยุทธการได้ในระดับ พ.๓ แต่การที่จะได้ชิ้นส่วนอะไหล่ที่มีคุณภาพดี สามารถนาไปใช้เปลี่ยนทดแทนของเดิมที่ชารุด หรือหมดอายุการใช้งาน อย่างเต็มประสิทธิภาพนั้น นอกจากเริ่มต้นตามกระบวนการจัดซื้อ/จ้างแล้ว ในขั้นตอน การตรวจรับก็ถือว่า เป็นขั้นตอนที่มีความสาคัญอย่างยิ่ง ทั้งนี้ เพื่อให้ผู้ที่จะทาหน้าที่เป็นกรรมการตรวจรับพัสดุ ทั่วไป ในด้านเอกสารหลักฐานประกอบการตรวจรับ อย่างไรก็ดี ผู้เขียนจึงขอเสนอหลักทั่วไปในการตรวจรับพัสดุ เพื่อให้ผู้ที่จะศึกษาเรื่องนี้ได้ทราบพื้นฐานในการตรวจรับเสียก่อน ดังที่จะกล่าวในบทต่อไป
