1. รูปแบบการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด คือ การประสานความร่วมมือกับทุกภาคส่วนในชุมชน โดยกระบวนการดำเนินงานที่สำคัญที่สุด คือการร่วมกันค้นหาและทำความเข้าใจสถานการณ์ปัญหาที่เกิดขึ้นในชุมชน และยุทธศาสตร์หรือวิธีดำเนินงานที่ส่งผลให้กิจกรรมที่จัดทำประสบความสำเร็จ คือ การทำงานเป็นทีมเดียวกันโดยมีการแบ่งหน้าที่ดำเนินงานโดยไม่แบ่งส่วนงาน และการใช้ทุนทางสังคมในชุมชนเป็นฐานในการดำเนินงาน
2. พัฒนาการดำเนินงานที่สำคัญ คือ การใช้ศักยภาพของทุกภาคส่วนอย่างมีประสิทธิภาพดังนี้ หน่วยราชการที่เกี่ยวข้อง ทำหน้าที่อำนวยการ และสนับสนุนการปฏิบัติงาน ของทุกภาคส่วนองค์กรปกครองส่วนท้องถิ่น ทำหน้าที่ประสาน สนับสนุน และร่วมการดำเนินงาน กับทุกหน่วยงานและเครือข่ายภาคประชาชน ภาคประชาชนและองค์กรเครือข่ายทำหน้าที่เฝ้าระวังป้องกันปัญหาในชุมชนและติดตามผลการดำเนินงาน โดยกลไกสำคัญที่ทำให้เกิดการมีส่วนร่วมของทุกภาคส่วน คือการเปิดพื้นที่แลกเปลี่ยนข้อมูล ความรู้ ความคิดเห็น และการเปิดโอกาสให้เยาวชนมีบทบาทในการดำเนินงาน
