วัตถุประสงค์การศึกษา

ประเพณีผูกเสี่ยว ก็เป็นประเพณีสำคัญที่จัดขึ้นพร้อมกันกับงานเทศกาลไหม โดยมีวัตถุประสงค์ เพื่อให้คนในท้องถิ่นและคนในชาติมีความรักใคร่กลมเกลียว สมัครสมานสามัคคีและช่วยเหลือเกื้อกูลกันคำว่า "เสี่ยว" เป็นภาษาถิ่นอีสาน แปลว่า มิตรแท้ เพื่อนแท้ เพื่อนตาย มีความผูกพัน ซื่อสัตย์ และจริงใจต่อกัน

นายเอนก โรจน์ไพบูลย์ และนายจรินทร์ กาญจโนมัย ริเริ่มและผลักดันจนเป็นที่ยอมรับและได้รับความสนใจแพร่หลายจนทุกวันนี้
การจัดงานครั้งแรกเมื่อพฤศจิกายน ๒๕๒๒ ใช้ชื่อว่า "งานเทศกาลไหมขอนแก่น” เนื่องจากยังไม่ได้รวมเอาประเพณีผูกเสี่ยวมาไว้ในงาน จนมาปี ๒๕๒๓ ได้นำประเพณีผูกเสี่ยวเข้ามาจัดร่วมกับงานเทศกาลไหม จากการริเริ่มของนายเลื่อน รัตนมงคล ปลัดอำเภอผู้เป็นหัวหน้าประจำกิ่งอำเภอเปือยน้อยในสมัยนั้น ซึ่งพิธีผูกเสี่ยวนี้ มีการจัดอย่างเป็นทางการที่กิ่งอำเภอเปือยน้อย และจังหวัดเล็งเห็นความสำคัญในการอนุรักษ์และส่งเสริมศิลปวัฒนธรรม รวมทั้งส่งผลดีต่อการเมือง การปกครอง จึงนำมาผนวกเข้าเป็นส่วนหนึ่งของการจัดงานประจำปีของจังหวัด และให้เป็นชื่อของงานด้วย ตั้งแต่ปี ๒๕๒๓ เป็นต้นมา คือ "เทศกาลไหมขอนแก่น และประเพณีผูกเสี่ยว ปี ๒๕๒๓ ”
ต่อมาในปี ๒๕๒๔ และปี ๒๕๒๕ ได้ใช้ชื่องานว่า "เทศกาลไหมขอนแก่นและพิธีผูกเสี่ยว” ซึ่งการใช้ชื่องานจะมีการเปลี่ยนอยู่เรื่อย จนปี ๒๕๒๖ ได้มีการพิจารณาชื่อ เหตุผล และแสดงความคิดกันว่า ชื่อที่จะใช้เป็นชื่อของงาน มีการแสดงความคิดเห็น ๒ ประการ คือ
๑. คำว่า "ขอนแก่น” ที่ต่อจากเทศกาลไหม น่าจะอยู่ในตำแหน่งที่แสดงความเป็นเจ้าของทั้ง "งานไหมและผูกเสี่ยว” ถ้าหากคงไว้ตามเดิมก็อาจทำให้เข้าใจว่าเทศกาลไหม เป็นของจังหวัดขอนแก่น ส่วนประเพณีผูกเสี่ยวไม่ใช่ แต่ถ้าหากจะนำไปไว้หลังคำว่า "ประเพณีผูกเสี่ยว” ก็จะทำให้มีความรู้สึกว่าชื่อของงานซึ่งยาวอยู่แล้ว ยาวขึ้นไปอีก
