เนื่องด้วยกระทรวงพลังงานโดยสำนักงานนโยบายและแผนพลังงานได้จัดทำแนวทางประหยัดพลังงานในหน่วยงานภาครัฐ เพื่อลดการใช้ไฟฟ้าและน้ำมันเชื้อเพลิงของหน่วยงานลงอย่างน้อย 10% เมื่อเทียบกับปริมาณการใช้ไฟฟ้าและน้ำมันเชื้อเพลิงมาตรฐาน
โครงการย่อยนี้จึงได้ทำการศึกษาการลดการใช้พลังงานในภาครัฐ ปีงบประมาณ 2557 โดยได้ทำการตรวจวัดการใช้พลังงานใน 3 หน่วยงานได้แก่ สำนักงาน กศน. จังหวัดระยอง สำนักงานขนส่งจังหวัดระยอง และสำนักงานเกษตรจังหวัดระยอง เพื่อสำรวจ ติดตาม และรวบรวมข้อมูลการใช้พลังงานในหน่วยงาน เพื่อนำข้อมูลการใช้พลังงานและสภาพของหน่วยงาน มาวิเคราะห์การใช้พลังงาน ว่ามีความเหมาะสมหรือไม่อย่างไร และควรปรับปรุงในส่วนใดบ้าง โดยมีแนวทางปฏิบัติลดการใช้พลังงานอย่างเป็นระบบ คือ กลยุทธ์ประหยัดพลังงานพิชิตเป้าหมาย 10% ทั้งนี้หากหน่วยงานดำเนินตามแนวทางปฏิบัติลดการใช้พลังงาน คาดว่าจะลดการใช้พลังงานไฟฟ้าของ สำนักงาน กศน. จังหวัดระยอง สำนักงานขนส่งจังหวัดระยอง และสำนักงานเกษตรจังหวัดระยอง ได้ 10.92%, 12.26% และ12.28% ตามลำดับ
จากการดำเนินการลดการใช้พลังงานตามมาตรการประหยัดพลังงาน สำนักงานเกษตรจังหวัดระยองสามารถการใช้พลังงานได้ 63.24% สำนักงาน กศน. จังหวัดระยองและสำนักงานขนส่งจังหวัดระยอง ไม่สามารถลดการใช้พลังงานได้และมีการใช้พลังงานที่เพิ่มมากขึ้น 54.41% และ 61.41% ตามลำดับ
