ประวัติ
ตำบล บางเมืองเดิมทีเป็นหมู่บ้านเกษตรกรประกอบอาชีพทำนาเป็นส่วนใหญ่ จะมีชุมชนอยู่ในตอนกลางของพื้นที่ ส่วนพื้นที่รอบนอกเป็นทุ่งนา จากสภาพดังกล่าวที่มีบ้านเรือนรวมกันอยู่เป็นกลุ่ม เป็นที่มาของชื่อบางเมือง คือ เป็นศูนย์รวมของบ้านเรือน เมื่อจะทำนาก็จะเดินทางออกมาในเขตรอบนอก ซึ่งมีพื้นที่กว้างขวางมาก

ต่อมาได้มีการก่อสร้างหมู่บ้านจัดสรรที่ดินขึ้น มีประชาชนเข้ามาอยู่อาศัยเพิ่มมากขึ้นตามลำดับ จนต้องแบ่งเขตปกครองออกเป็น 2 ส่วน คือ สุขาภิบาล และสภาตำบล ส่วนที่เป็นสุขาภิบาลจะเป็นส่วนบ้านเรือนประชาชนในเขตที่ดินจัดสรร ส่วนพื้นที่ที่ทำนาจะอยู่ในส่วนสภาตำบล ในช่วงนี้ประชาชนเริ่มเปลี่ยนอาชีพจากทำนาเริ่มหันมาเลี้ยงปลาสลิดเป็นบาง ส่วน บางส่วนขายที่ดินไปจนเข้าระบบที่ดินหมู่บ้านจัดสรร ทำให้มีประชากรเพิ่มขึ้นมากตามลำดับ มีการสร้างวัดขึ้น 1 แห่งคือ วัดคลองบางปิ้ง และโรงเรียน 2 โรงเรียน คือ โรงเรียนคลองมหาวงษ์ และโรงเรียนคลองบางปิ้ง เขตสภาตำบลเดิมมีชุมชนอยู่ 2 หมู่บ้าน คือ บ้านบางปิ้ง และ บ้านคลองนา ต่อมาประชากรเพิ่มมากขึ้น บ้านบางปิ้ง และหมู่ 8 ชุมชนบางปิ้ง ส่วนบ้านคลองนาแบ่งเป็น 2 หมู่คือ หมู่4 บ้านคลองนา และหมู่ 9 บ้านพัฒนาสุข

ปี พ.ศ. 2538 รัฐบาลโดยกระทรวงมหาดไทยมีนโยบายที่จะพัฒนาและส่งเสริมการปกครองส่วนท้อง ถิ่น เพื่อเป็นการสร้างรากฐานการปกครองระบอบประชาธิปไตยให้มั่นคง ตลอดจนเพื่อสร้างความอยู่ดีกินดีให้แก่พี่น้องประชาชน โดยให้ประชาชนเข้ามามีส่วนร่วมในการกำหนดนโยบายแก้ไขปัญหาด้วยตัวเอง ตามเจตนารมณ์ของประชาชนในท้องถิ่น ก่อให้เกิดความเปลี่ยนแปลงครั้งสำคัญ โดยประกาศใช้พระราชบัญญัติสภาตำบลและองค์การบริหารส่วนตำบล

พ.ศ. 2537 สภาตำบลบางเมือง มีคุณสมบัติตามเกณฑ์ที่พระราชนี้กำหนด จึงได้ยกฐานะขึ้นเป็นองค์การบริหารส่วนตำบลบางเมือง ในปี พ.ศ.องค์การ บริหารส่วนตำบลบางเมืองเริ่มก่อตั้งด้วยจำนวนหมู่บ้าน 4 หมู่ คือบ้านบางปิ้ง หมู่ 6, ชุมชนบางปิ้ง หมู่ 8, บ้านคลองนา หมู่ 4, และบ้านพัฒนาสุข หมู่ 9, มีสมาชิกจากการเลือกตั้ง 8 คน จากผู้ใหญ่บ้าน 4 คน, แพทย์ประจำตำบล 1 คน และกำนันประจำตำบล 1 คน รวมสมาชิกเริ่มก่อตั้ง 14 คน การก่อตั้งครั้งแรกยังไม่มีที่ทำการ จึงใช้ที่ทำการอำเภอเป็นที่ทำการชั่วคราว จนปี พ.ศ. 2540 จึงได้ย้ายที่ทำการมายังหมู่บ้านศรีเอกสยามในพื้นที่หมู่ 8 ตำบลบางเมือง และย้ายเข้าในโครงการบ้านพนาสนธิ์ จนสมาชิกสภาหมดวาระที่ 1

ปี พ.ศ. 2543 จำนวนประชากร หมู่ 6 บ้านบางปิ้ง มีจำนวนมาก ประกอบกับพื้นที่ไม่อำนวยต่อการพัฒนาจึงได้ขอแบ่งแยกหมู่ 6 ออกเป็น 2 หมู่บ้าน โดยแบ่งแยกหมู่ 10 บ้านทรัพย์บุญชัยออกมา 1 หมู่บ้าน และทำการเลือกสมาชิกเพิ่มเติมอีก 2 ท่าน นับแต่นั้นมา องค์การบริหารส่วนตำบลบางเมือง จึงแบ่งเป็นพื้นที่ทั้งหมด 5 หมู่บ้านจนถึงปัจจุบัน สมาชิกสภาทั้งหมด 10 คน มีนายศิริ จั่นฮวบ เป็นนายกองค์การบริหารส่วนตำบลบางเมือง ปัจจุบันองค์การบริหารส่วนตำบลบางเมือง ยกฐานะเป็น เทศบาลเมืองปากน้ำสมุทรปราการ
