การวิจัยเชิงคุณภาพในครั้งนี้มีวัตถุประสงค์เพื่อการศึกษาแนวทางและข้อเสนอแนะในการนำรูปแบบความสัมพันธ์เชิงสาเหตุของการเป็นองค์กรแห่งนวัตกรรมไปประยุกต์ใช้ในการพัฒนาผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมให้เป็นองค์กรแห่งนวัตกรรมผู้ให้ข้อมูลสำคัญในการวิจัยครั้งนี้ได้มาจากการเลือกด้วยวิธีเจาะจงซึ่งมาจาก3แหล่งข้อมูลที่แตกต่างกันประกอบด้วยกระทรวงวิทยาศาตร์และเทคโนโลยี,สำนักงานนวัตกรรมแห่งชาติ(องค์การมหาชน), และ ผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมจำนวน 4คนวิธีการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก เครื่องมือที่ใช้ในการวิจัยคือ การใช้แนวคำถามแบบกึ่งโครงสร้างข้อมูล ผลการวิจัยพบว่า
1. กระทรวงวิทยาศาสตร์และเทคโนโลยีควรนำมาใช้ในการกำหนดนโยบายในการพัฒนาผู้ประกอบการเพื่อให้เป็นองค์กรแห่งนวัตกรรม
2. สำนักงานนวัตกรรมแห่งชาติ (องค์การมหาชน) ควรนำมาใช้เพื่อกำหนดเป็นตัวชี้วัด และเกณฑ์ในการประเมินเพื่อให้ทุนสนับสนุนแก่ผู้ประกอบการ
3. ผู้ประการในประเทศไทย ควรนำมาใช้เป็นแนวทางในการพัฒนาตนเอง วิสาหกิจ รวมทั้งนำไปขยายต่อบุคลากร เพื่อร่วมกันพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมให้เอื้อต่อการเป็นองค์กรแห่งนวัตกรรมต่อไป
