ปัจจุบันสังคมไทยได้มีการกระจายอำนาจ

ปัจจุบันสังคมไทยได้มีการกระจายอำนาจลงสู่ท้องถิ่นอย่างทั่วถึงครอบคลุมทั่วทุกภูมิภาค โดยมีรูปแบบขององค์กรท้องถิ่นที่แตกต่างกันออกไป อาทิ องค์กรท้องถิ่นที่มีความเก่าแก่ยาวนานมากที่สุดอย่างเทศบาล ถัดมาคือองค์การบริหารส่วนจังหวัด (อบจ.) และองค์กรท้องถิ่นที่เกิดขึ้นหลังสุดอย่างองค์การบริหารส่วนตำบล (อบต.) รวมทั้งการปกครองพิเศษอีก 2 รูปแบบคือ กรุงเทพมหานครและเมืองพัทยา

ความสำเร็จในการบริหารการพัฒนาท้องถิ่นจึงฝากไว้กับผู้นำองค์กรท้องถิ่น ซึ่งเป็นผู้นำที่มาจากการเลือกตั้งโดยตรงจากประชาชนในท้องถิ่นนั้นๆ กระบวนทัศน์ (paradigm) หรือแนวความคิดอย่างเป็นระบบในการพัฒนาจึงมีความสำคัญอย่างยิ่งสำหรับผู้นำองค์กรท้องถิ่นในการพัฒนาท้องถิ่นโดยมีประโยชน์สุขของประชาชนเป็นเป้าหมายสำคัญ

จากการศึกษาค้นคว้าทางวิชาการผสมผสานกับประสบการณ์ของผู้เขียนที่ได้มีโอกาสคลุกคลีกับองค์กรท้องถิ่นในฐานะวิทยากรและสื่อสารมวลชนที่ทำงานด้านท้องถิ่นมาอย่างยาวนาน พอจะสังเคราะห์ออกมาเป็นกระบวนทัศน์ใหม่ในการพัฒนาท้องถิ่นดังต่อไปนี้

1. การพัฒนาอย่างยั่งยืน (Sustainable Development) การพัฒนาที่ประสบความสำเร็จนั้นต้องเป็นการพัฒนาอย่างยั่งยืน หมายถึงเป็นการพัฒนาที่ทำให้ประชาชนสามารถพึ่งตนเองได้ มีคุณภาพชีวิตที่ดีขึ้น อยู่ท่ามกลางสภาพแวดล้อมและสังคมที่ดีงาม เข้มแข็งพอที่จะช่วยเหลือผู้อื่นและเข้าไปมีส่วนร่วมในกิจกรรมสาธารณะ

2. ภูมิปัญญาท้องถิ่น (Local Wisdom) การพัฒนาที่ดีนั้นไม่จำเป็นต้องติดยึดอยู่กับตำราหรือทฤษฎีการพัฒนาแบบตะวันตกที่อาจไม่สอดคล้องกับสภาพสังคมไทย ดังนั้นการศึกษาค้นคว้าภูมิปัญญาท้องถิ่นเพื่อนำมาประยุกต์ใช้ในการพัฒนาท้องถิ่นจึงเป็นแนวทางที่นักบริหารการพัฒนาพึงให้ความสำคัญ เป็นความจำเป็นที่ผู้นำองค์กรท้องถิ่นต้องรู้เท่าทัน มองเห็นโลกทั้งใบ แต่ต้องเข้าใจท้องถิ่นของตนเองอย่างแท้จริง เพื่อออกแบบการพัฒนาให้เหมาะสมและสอดคล้องกับสภาพ “ภูมิสังคม” ของท้องถิ่นนั้นๆ “Think Globally, but Act Locally” (Peter Drucker)

3. ความเสมอภาค (Equity) เป็นหัวใจสำคัญของสังคมประชาธิปไตยที่ให้ความเคารพในศักดิ์ศรีของความเป็นมนุษย์อย่างเท่าเทียมกัน กระบวนทัศน์ในการพัฒนาก็เช่นเดียวกัน ประชาชนทุกคนต้องมีความเท่าเทียมกันในการได้รับโอกาสจากการพัฒนา นโยบายสาธารณะและโครงการพัฒนาด้านต่างๆ ขององค์กรท้องถิ่นจึงต้องอยู่บนพื้นฐานของความเสมอภาค ไม่ใช่กำหนดมาจากพรรคพวก, หัวคะแนนหรือฐานคะแนนเสียง โดยเฉพาะอย่างยิ่งการพัฒนาเศรษฐกิจนั้นก็ต้องคำนึงถึงโครงสร้างของการกระจายรายได้ควบคู่ไปกับความเจริญเติบโตด้วย

4. การกระจายอำนาจ (Empowerment) สังคมโลกปัจจุบันเป็นสังคมแห่งการกระจายอำนาจทั้งในระดับโลก ระดับชาติ และระดับท้องถิ่น ด้วยความเป็นโลกแห่งการสื่อสารไร้พรมแดน การกระจายอำนาจจึงเป็นแนวคิดสำคัญสำหรับการพัฒนาทุกระดับ ภายใต้หลักการที่ว่าไม่มีผู้ปกครองใดที่เข้าใจ ใกล้ชิด และเข้าถึงประชาชนและการแก้ปัญหาได้ดีเท่ากับผู้ปกครองที่มาจากประชาชนด้วยกันเอง การบริหารการพัฒนายุคใหม่จึงต้องเน้นกระบวนการมีส่วนร่วมของประชาชน (Participation) เพื่อให้การพัฒนาและการแก้ปัญหาสอดคล้องกับความต้องการของประชาชนในท้องถิ่นอย่างแท้จริง และวิธีการพัฒนานั้นต้องเป็นแบบจากล่างขึ้นบน (Bottom Up) ไม่ใช่แบบบนลงล่าง (Top Down Management) เหมือนอย่างในอดีต
