กำหนดเป้าหมายรับซื้อไฟฟ้าระยะแรก 600 เมกะวัตต์ จ่ายไฟฟ้าเข้าระบบไม่เกินวันที่ 30 ก.ย.59 โดยในระยะแรกจะเน้นการรับซื้อจากพื้นที่ภาคตะวันตก ภาคตะวันออก และภาคกลางเป็นหลัก ขณะที่ยังไม่มีการรับซื้อไฟฟ้าในเขตภาคใต้และภาคตะวันออกเฉียงเหนือ ส่วนที่เหลือจะเป็นการรับซื้อไฟฟ้าระยะสอง จะจ่ายไฟฟ้าเข้าระบบตั้งแต่วันที่ 1 ม.ค.61- 30 มิ.ย.61
