1. บุคลากรภายในมหาวิทยาลัยสงขลานครินทร์ (ไม่มีค่าใช้จ่ายในกรณีที่ผลงานเป็นของมหาวิทยาลัยสงขลานครินทร์ ตามระเบียบที่เกี่ยวข้องกับทรัพย์สินทางปัญญา)
2. บุคลากรภายนอกมหาวิทยาลัยสงขลานครินทร์ จะต้อง
- เป็นผู้ประกอบการของศูนย์บ่มเพาะวิสาหกิจ
- เป็นบุคคลหรือหน่วยงานที่ประสานผ่าน หน่วยงานภายใต้อุทยานวิทยาศาสตร์ มหาวิทยาลัยสงขลานครินทร์
- เป็นบุคคลหรือหน่วยงานที่ประสานผ่าน สำนักงานประสานงานวิจัยอุตสาหกรรมและชุมชน สำนักวิจัยและพัฒนา หรือหน่วยงานอื่นๆในมหาวิทยาลัย
