ความเป็นมา :

โครงการพัฒนาป่าไม้อันเนื่องมาจากพระราชดำริสวนป่าสิริกิติ์ เริ่มดำเนินการเมื่อปีพุทธศักราช 2525 จากการที่สมเด็จพระนางเจ้าพระบรมราชินีนาถทรงพระกรุณาโปรดเกล้าฯ ให้มีการสำรวจสภาพป่าบริเวณบ้านโม่งหลวงและบ้านโม่งน้อยหมู่ที่ 10 ตำบลท่าผา อำเภอแม่แจ่ม จังหวัดเชียงใหม่ ซึ่งพระบาทสมเด็จพระเจ้าอยู่หัวทรงกำหนดขอบเขตในแผนที่พระราชทานให้ ซึ่งพบว่ามีสภาพป่าที่น่าสงวนไว้เป็นแหล่งต้นน้ำลำธาร แต่เนื่องจากมีราษฎรอาศัยอยู่จึงทรงให้มีการดำเนินงานปรับปรุงพื้นที่ดังกล่าว เพื่อให้เป็นแหล่งต้นน้ำลำธารและพัฒนาคุณภาพชีวิตของราษฎรในพื้นที่ให้มีความเป็นอยู่ที่ดีขึ้น โดยให้กรมป่าไม้เป็นหน่วยงานหลักและมีส่วนราชการอื่นๆ ซึ่งได้แก่ กรมพัฒนาที่ดิน กรมปศุสัตว์ และกรมส่งเสริมการเกษตร เข้ามาช่วยปฏิบัติงานเพื่อให้การพัฒนาเป็นไปอย่างรวดเร็ว
สำหรับในส่วนของการดำเนินงานของกรมป่าไม้นั้นได้มอบหมายให้ฝ่ายป้องกันรักษาป่า สำนักงานป่าไม้เขตเชียงใหม่ ทำหน้าที่ดูแลป้องกันรักษาป่า และส่วนอนุรักษ์ต้นน้ำ กรมป่าไม้ ดำเนินการปลูกป่าเพื่อฟื้นฟูต้นน้ำลำธาร แต่เนื่องจากราษฎรในพื้นที่ยังมีความยากจนขาดแคลนพื้นที่ทำกินอีกทั้งยังขาดพืชพรรณที่เหมาะสมและขาดแคลนแหล่งน้ำในการเพาะปลูก ดังนั้น เพื่อให้ราษฎรหยุดยั้งการทำลายป่าและหันกลับมาอนุรักษ์ทรัพยากรป่าไม้ ส่วนอนุรักษ์ต้นน้ำ กรมป่าไม้ ได้น้อมรับนโยบายและเข้าปฏิบัติงานในพื้นที่โดยอาศัยแนวพระราชเสาวนีย์ของสมเด็จพระนางเจ้าพระบรมราชินีนาถ ในโครงการป่ารักน้ำ โดยให้ "คนอยู่คู่กับป่า” ด้วยการส่งเสริมให้ราษฎรมีความรู้ ความเข้าใจ ในเรื่องของป่าไม้ที่เป็นแหล่งต้นน้ำลำธาร ให้แนวทางที่จะเพาะปลูกทำกินได้โดยไม่ต้องบุกรุกทำลายป่า ปลูกสร้างจิตสำนึก และสนับสนุนให้ราษฎรในพื้นที่ให้เกิดความรู้สึกหวงแหนในทรัพยากรป่าไม้และพร้อมที่จะเป็นกำลังสำคัญในการอนุรักษ์ป่าไม้ไว้สืบไป โดยได้รับพระราชทานนามว่า "สวนป่าสิริกิติ์”ตามหนังสือสำนักราชเลขาธิการ ที่ รล 0004/1611 ลงวันที่ 18 มีนาคม 2525
จากการดำเนินงานตามแนวพระราชดำริปรากฎว่า ราษฎรในพื้นที่โครงการมีความเข้าใจในด้านต่างๆ โดยราษฎรมีส่วนร่วม ซึ่งในที่สุดราษฎรก็จะสามารถพึ่งตนเองได้และอาศัยอยู่คู่กับป่าได้อย่างเกื้อกูล ก่อให้เกิดแนวทางที่จะนำไปสู่การแก้ไขปัญหาการทำลายทรัพยากรป่าไม้อย่างแท้จริง
สืบเนื่องมาจากโครงการพัฒนาลุ่มน้ำแม่แจ่มภายใต้ความช่วยเหลือจากรัฐบาลสหรัฐอเมริกา ได้สิ้นสุดโครงการลงเมื่อเดือนมิถุนายน พ.ศ. 2532 ทำให้การพัฒนาที่เกิดขึ้นของโครงการฯ ขาดความต่อเนื่อง และไม่ได้รับความสนใจและสานต่อจากหน่วยงานประจำในพื้นที่เท่าที่ควร ทำให้พื้นที่ส่วนอื่นของอำเภอแม่แจ่มได้มีการบุกรุกทำลายพื้นที่ป่าไม้เป็นจำนวนมากในระหว่างปี พ.ศ. 2533 - 2536 ดังนั้นเมื่อสมเด็จพระนางเจ้าพระบรมราชินีนาถเสด็จพระราชดำเนินเยี่ยมพื้นที่โครงการฯ ที่บ้านโม่งหลวง หมู่ที่ 10 ต.กองแขก อ.แม่แจ่ม จ.เชียงใหม่ ในปีพุทธศักราช 2536 กรมป่าไม้จึงได้ขอพระราชทานพระบรมราชานุญาตเพิ่มจุดปฎิบัติงานตามแนวพระราชดำริ จากบ้านโม่งหลวงออกไปสู่หมู่บ้านอื่นๆรวมเป็นจำนวนกลุ่มบ้านที่เข้าร่วมโครงการฯ ในปีงบประมาณ 2537 รวม 51 กลุ่มบ้าน โดยมีหน่วยงานของส่วนอนุรักษ์ต้นน้ำในพื้นที่ที่รับผิดชอบดำเนินการ และต่อมาในปีงบประมาณ 2539 กรมป่าไม้ได้รับพระบรมราชานุญาตให้ขยายพื้นที่การปฏิบัติงานตามพระราชดำริออกไปสู่หมู่บ้านอื่นๆ เพิ่มเติมอีก รวมทั้งสิ้น 129 กลุ่มบ้าน
