ความเป็นมาของโครงการแก้มลิง

โครงการแก้มลิง เป็นแนวคิดในพระราชดำริของพระบาทสมเด็จพระเจ้าอยู่หัว เพื่อแก้ปัญหาอุทกภัย โดยพระองค์ทรงตระหนักถึงความรุนแรงของอุทกภัยที่เกิดขึ้นในกรุงเทพมหานคร เมื่อปี พ.ศ.2538 จึงมีพระราชดำริ "โครงการแก้มลิง" ขึ้น เมื่อวันที่ ๑๔ พฤศจิกายน พ.ศ.๒๕๓๘ โดยให้จัดหาสถานที่เก็บกักน้ำตามจุดต่างๆ ในกรุงเทพมหานคร เพื่อรองรับน้ำฝนไว้ชั่วคราว เมื่อถึงเวลาที่คลองพอจะระบายน้ำได้จึงค่อยระบายน้ำจากส่วนที่กักเก็บไว้ออกไป จึงสามารถลดปัญหาน้ำท่วมได้

ทั้งนี้ นอกจากโครงการแก้มลิงจะมีขึ้นเพื่อช่วยระบายน้ำ ลดความรุนแรงของปัญหาน้ำท่วมในพื้นที่กรุงเทพมหานครและบริเวณใกล้เคียงแล้ว ยังเป็นการช่วยอนุรักษ์น้ำและสิ่งแวดล้อมอีกด้วย โดยน้ำที่ถูกกักเก็บไว้ เมื่อถูกระบายสู่คูคลอง จะไปบำบัดน้ำเน่าเสียให้เจือจางลง และในที่สุดน้ำเหล่านี้จะผลักดันน้ำเสียให้ระบายออกไปได้



แนวคิดของโครงการแก้มลิง

แนวคิดของโครงการแก้มลิง เกิดจากการที่พระบาทสมเด็จพระเจ้าอยู่หัว มีพระราชดำริถึงลิงที่อมกล้วยไว้ในกระพุ้งแก้มได้คราวละมากๆ จึงมีพระราชกระแสอธิบายว่า "ลิงโดยทั่วไปถ้าเราส่งกล้วยให้ ลิงจะรีบปอกเปลือก เอาเข้าปากเคี้ยว แล้วนำไปเก็บไว้ที่แก้มก่อน ลิงจะทำอย่างนี้จนกล้วยหมดหวีหรือเต็มกระพุ้งแก้ม จากนั้นจะค่อยๆ นำออกมาเคี้ยวและกลืนกินภายหลัง" ด้วยแนวพระราชดำรินี้ จึงเกิดเป็น "โครงการแก้มลิง" ขึ้น เพื่อสร้างพื้นที่กักเก็บน้ำ ไว้รอการระบายเพื่อใช้ประโยชน์ในภายหลัง





ลักษณะและวิธีการของโครงการแก้มลิง

ลักษณะของโครงการแก้มลิงจะดำเนินการระบายน้ำออกจากพื้นที่ตอนบน เพื่อให้น้ำไหลลงคลองพักน้ำที่ชายทะเล จากนั้นเมื่อระดับน้ำทะเลลดลงจนต่ำกว่าน้ำในคลอง น้ำในคลองจะไหลลงสู่ทะเลตามธรรมชาติ ต่อจากนั้นจะเริ่มสูบน้ำออกจากคลองที่ทำหน้าที่แก้มลิง เพื่อทำให้น้ำตอนบนค่อยๆ ไหลมาเอง จึงทำให้เกิดน้ำท่วมพื้นที่ลดน้อยลง จนในที่สุดเมื่อระดับน้ำทะเลสูงกว่าระดับในคลอง จึงปิดประตูระบายน้ำ โดยให้น้ำไหลลงทางเดียว (One Way Flow)




ประเภทของโครงการแก้มลิง

โครงการแก้มลิงมี ๓ ขนาด คือ

๑. แก้มลิงขนาดใหญ่ ( Retarding Basin) คือ สระน้ำหรือบึงขนาดใหญ่ ที่รวบรวมน้ำฝนจากพื้นที่บริเวณนั้นๆ โดยจะกักเก็บไว้เป็นระยะเวลาหนึ่งก่อนที่จะระบายลงสู่ลำน้ำ พื้นที่เก็บกักน้ำเหล่านี้ได้แก่ เขื่อน อ่างเก็บน้ำ ฝาย ทุ่งเกษตรกรรม เป็นต้น ลักษณะสิ่งก่อสร้างเหล่านี้จะมีวัตถุประสงค์อื่นประกอบด้วย เช่น เพื่อการชลประทาน เพื่อการประมง เป็นต้น

๒. แก้มลิงขนาดกลาง เป็นพื้นที่ชะลอน้ำที่มีขนาดเล็กกว่า ก่อสร้างในระดับลุ่มน้ำ มักเป็นพื้นที่ธรรมชาติ เช่น หนอง บึง คลอง เป็นต้น

ทั้งนี้แก้มลิงที่อยู่ในพื้นที่เอกชน เรียกว่า "แก้มลิงเอกชน" ส่วนที่อยู่ในพื้นที่ของราชการและรัฐวิสาหกิจจะเรียกว่า "แก้มลิงสาธารณะ"





การจัดหาและออกแบบโครงการแก้มลิง

ทั้งนี้โครงการแก้มลิงแบ่งเป็น ๒ ส่วนคือ โครงการระบายน้ำในพื้นที่ฝั่งตะวันออกของแม่น้ำเจ้าพระยา โดยจะใช้คลองที่ตั้งอยู่ชายทะเลด้านจังหวัดสมุทรปราการ ทำหน้าที่เป็นทางเดินของน้ำ ตั้งแต่จังหวัด สระบุรี พระนครศรีอยุธยา ปทุมธานี นนทบุรี และกรุงเทพมหานคร

ส่วนที่สอง คือคลองในพื้นที่ฝั่งตะวันตกของแม่น้ำเจ้าพระยา ซึ่งจะใช้คลองมหาชัย คลองสนามชัย และแม่น้ำท่าจีน ทำหน้าที่เป็นคลองรับน้ำในพื้นที่ตั้งแต่จังหวัดอ่างทอง อยุธยา ปทุมธานี นครปฐม และกรุงเทพมหานคร แล้วระบายลงสู่ทะเลด้านจังหวัดสมุทรสาคร
