ความเป็นมาของโครงการ :
สมเด็จพระเจ้าลูกเธอเจ้าฟ้าจุฬาภรณ์วลัยลักษณ์ อัครราชกุมารี ทรงมีความห่วงใยต่อชีวิตความเป็นอยู่ของประชาชนตามแนวชายแดน โดยเฉพาะพื้นที่ติดต่อกับประเทศกัมพูชา ซึ่งมักจะได้รับผลกระทบจากสถานการณ์สู้รบในประเทศกัมพูชา ได้เสด็จเยี่ยมราษฎรและมีพระราชดำริในการฟื้นฟูและพัฒนาคุณภาพชีวิต เพื่อยกระดับความเป็นอยู่ของราษฎรให้ดีขึ้น โดยจัดทำโครงการเรียกว่า โครงการทับทิมสยาม กำหนดยุทธศาสตร์ในการดำเนินงาน 3 ด้าน คือ เศรษฐกิจ สังคม และสิ่งแวดล้อม

วัตถุประสงค์ :
