โครงสร้างและสาระสำคัญของกฎบัตรอาเซียน
กฏบัตรอาเชียน ประกอบด้วยบทบัญญัติ 13 หมวด 55 ข้อ ได้แก่
หมวดที่ 1 ความมุ่งประสงค์และหลักการของอาเซียน
หมวดที่ 2 สภาพบุคคลตามกฏหมายของอาเชียน
หมวดที่ 3 สมาชิกภาพ (รัฐสมาชิก สิทธิและพันธกรณีของรัฐสมาชิก และการรับสมาชิกใหม่

หมวดที่ 5 องค์กรที่มีความสัมพันธ์กับอาเซียน

กฎบัตรอาเชียนช่วยให้อาเซียนทำงานได้อย่างมีประสิทธิภาพมากขึ้น เสริมสร้างกลไกการติดตามความตกลงต่างๆ ให้มีผลเป็นรูปธรรม และผลักดันอาเซียนให้เป็นประชาคมเพื่อประชาชนอย่างแท้จริง
กฎบัตรอาเชียนช่วยให้อาเซียนทำงานได้อย่างมีประสิทธิภาพมากขึ้นได้อย่างไร มีข้อกำหนดใหม่ๆ ที่ช่วยปรับปรุงโครงสร้างการทำงานและกลไกต่างๆ ของอาเซียนให้มีประสิทธิภาพมากขึ้น และเพิ่มความยืดหยุ่นในการแก้ไขปัญหา เช่น

2. มีการตั้งคณะมนตรีประจำประชาคมอาเซียนตามเสาหลักทั้ง 3 ด้าน คือ การเมืองความมั่นคง เศรษฐกิจ สังคมและวัฒนธรรม
3. กำหนดให้ประเทศสมาชิกแต่งตั้งเอกอัคราชฑูตประจำอาเซียนไปประจำที่กรุงจาการ์ตา ซึ่งไม่เพียงแต่จะแสดงให้เห็นถึงความตั้งใจแนวแน่ของอาเซียนที่จะทำงานร่วมกันอย่างใกล้ชิดเพื่อมุ่งไปสู่การรวมตัวกันเป็นประชาคมอาเซียนในอนาคต และยังช่วยลดค่าใช้จ่ายในการเดินทางไปร่วมประชุมและเพื่อเพิ่มประสิทธิภาพในการประสานงานระหว่างประเทศสมาชิก

กฎบัตรอาเซียนจะเสริมสร้างกลไกการติดตามความตกลงต่างๆ ให้มีผลเป็นรูปธรรมได้อย่างไร
กฎบัตรอาเซียนสร้างกลไกตรวจสอบและติดตามการดำเนินการตามความตกลงต่างๆ ของประเทศสมาชิกในหลากหลายรูปแบบ เช่น
1. ให้อำนาจเลขาธิการอาเซียนดูแลการปฏิบัติตามพันธกรณีและคำตัดสินขององค์กรระงับข้อพิพาท
