สืบเนื่องจากปัญหาการเกิดน้ำท่วมในบริเวณลุ่มแม่น้ำป่าสักในฤดูน้ำหลาก และขาดแคลนน้ำในช่วงฤดูร้อน อันเกิดขึ้นเป็นประจำทุกปี พระบาทสมเด็จพระเจ้าอยู่หัวจึงพระราชทานพระราชดำริให้กรมชลประทานศึกษาความเหมาะสมถึงการสร้างเขื่อนเพื่อแก้ปัญหาดังกล่าว เมื่อวันที่ 19 กุมภาพันธ์พ.ศ. 2532 ซึ่งสามารถแก้ปัญหาได้ทั้งบริเวณลุ่มแม่น้ำเจ้าพระยาตอนล่าง และบริเวณกรุงเทพมหานครและปริมณฑลอีกด้วย จนกระทั่งวันที่ 3 พฤษภาคม พ.ศ. 2537 คณะรัฐมนตรีได้อนุมัติให้เปิดโครงการก่อสร้างเขื่อนกักเก็บน้ำแม่น้ำป่าสัก ภายหลังการศึกษาความเหมาะสม และผลกระทบจากสิ่งแวดล้อมแล้ว
