ประวัติวันแรงงานแห่งชาติในแถบยุโรป

สมัยก่อนประเทศในแถบยุโรปจะถือเอาวันเมย์เดย์ (May Day) เป็นวันเริ่มต้นฤดูใหม่ทางเกษตรกรรม มีพิธีเฉลิมฉลองและทำการบวงสรวงขอให้ปลูกพืชได้ผลดี รวมถึงขอให้ประชาชนอยู่เย็นเป็นสุข อีกทั้งทางภาคเหนือของยุโรปก็จะมีการจัดงานรอบกองไฟในวันนี้ด้วย ประเพณีวันเมย์เดย์ (May Day) นี้ในประเทศอังกฤษก็ยังมีสืบทอดกันมาจนถึงปัจจุบันนี้

จากตอนแรกที่เป็นเพียงวันหยุดพักผ่อนประจำปี ต่อมาประเทศอุตสาหกรรมหลายประเทศจึงถือเป็นวันหยุดตามประเพณีทั่วไป โดยมีวัตถุประสงค์เพื่อเตือนใจให้ประชาชนตระหนักถึงผู้ใช้แรงงานที่ได้ทำประโยชน์แก่เศรษฐกิจของประเทศ ความหมายของวันเมย์เดย์ (May Day) จึงเปลี่ยนไปจากเดิม จนเมื่อปี พ.ศ. 2433 ได้มีการเรียกร้องในหลายประเทศทางตะวันตกถือเอาวันที่ 1 พฤษภาคมเป็นวันแรงงานสากล ทำให้หลายประเทศได้เริ่มฉลองวันแรงงานเป็นครั้งแรกในวันที่ 1 พฤษภาคม พ.ศ. 2433 และได้สืบทอดมาจนถึงในปัจจุบัน แต่ก็ยกเว้นประเทศสหรัฐอเมริกาและประเทศแคนาดาที่ถือเอาวันจันทร์แรกของเดือนกันยายนเป็นวันแรงงานแห่งชาติ

ประวัติวันแรงงานแห่งชาติในประเทศไทย

ในปี พ.ศ. 2475 เมื่ออุตสาหกรรมได้ขยายตัวขึ้น ผู้ใช้แรงงานมีปัญหามากขึ้น รวมทั้งปัญหาแรงงานก็มีความสลับซับซ้อนยิ่งขึ้น ทำให้ประเทศไทยเริ่มมีการจัดการบริหารแรงงาน ซึ่งเป็นการจัดสรรและพัฒนาแรงงานรวมถึงคุ้มครองดูแลสภาพการทำงาน เพื่อสร้างรากฐานและส่งเสริมความสัมพันธ์ระหว่างนายจ้างกับลูกจ้าง และใน พ.ศ. 2477 ได้มีการจัดตั้งกองกรรมกรขึ้น เพื่อทำหน้าที่ด้านการจัดหางานและศึกษาภาวะความเป็นอยู่ของคนงานทั่วไปขึ้นอีกด้วย

ต่อมาในวันที่ 20 เมษายน พ.ศ. 2499 คณะกรรมการการจัดงานที่ระลึกแรงงาน ได้มีการจัดประชุมขึ้นพร้อมทั้งมีความเห็นตรงกันว่าควรกำหนดให้วันที่ 1 พฤษภาคมเป็นวันระลึกถึงแรงงานไทย จึงได้มีหนังสือถึงนายกรัฐมนตรีของให้รับรองวันที่ 1 พฤษภาคมเป็นวันกรรมกรแห่งชาติ และต่อมาก็ได้เปลี่ยนเป็นวันแรงงานแห่งชาติ และในปี พ.ศ. 2508 ก็ได้มีการประกาศใช้พระราชบัญญัติกำหนดวิธีระงับข้อพิพาทแรงงาน ซึ่งได้กำหนดให้ลูกจ้างมีสิทธิหยุดงานในวันแรงงานแห่งชาติด้วย

แต่พระราชบัญญัติฉบับดังกล่าวก็มีอายุเพียงแค่ 18 เดือนก็ถูกยกเลิกไป โดยมีประกาศของคณะปฏิวัติฉบับที่ 19 มาแทนที่ และมีการให้อำนาจกระทรวงมหาดไทยออกประกาศกำหนดเรื่องการคุ้มครองแรงงาน และกำหนดวันกรรมกรให้เป็นวันหยุดตามประเพณี แต่เนื่องด้วยสถานการณ์ในขณะนั้นมีการผันแปร จึงมีคำชี้แจงออกมาในแต่ละปี เพื่อเตือนนายจ้างให้ลูกจ้างหยุดงานในวันที่ 1 พฤษภาคม แต่ก็มีการขอร้องไม่ให้มีการเฉลิมฉลองเพื่อความสงบเรียบร้อยของบ้านเมือง

ความสำคัญของวันแรงงานแห่งชาติ

แต่เดิมนั้นการบริหารแรงงานจะอยู่ในความรับผิดชอบของกระทรวงมหาดไทย แต่รัฐบาลได้เล็งเห็นว่าควรจะมีการยกระดับหน่วยงานเพื่อให้มีงบประมาณและเจ้าหน้าที่สำหรับดูแลผู้ใช้แรงงานอย่างพอเพียง ในวันที่ 25 กรกฎาคม พ.ศ. 2536 จึงได้มีการประกาศในพระราชกิจจานุเบกษา ให้จัดตั้งกระทรวงแรงงานและสวัสดิการสังคมขึ้นเพื่อให้การบริหารงานมีความก้าวหน้าทัดเทียมนานาประเทศ และมีหน้าที่และความสำคัญดังต่อไปนี้
