1. 2 ภาคเอกชน ต้องเข้ามามีส่วนร่วมในการรณรงค์ช่วยเหลือผู้ติดยาเสพติดให้ลดละเลิกการใช้ สิ่งเสพติด รวมทั้งจัดกิจกรรมสันทนากานต่างๆให้กับเยาวชนและผู้ที่เป็นกลุ่มเสี่ยงได้ ใช้เวลาว่างให้เป็นประโยชน์และห่างไกลจากยาเสพติด
1.3 ภาคประชาชน ให้ความร่วมมือกับภาครัฐในการสอดส่องดูแลไม่ให้เกิดการระบาดของสิ่งเสพติด โดยเฉพาะครอบครัวจะต้องให้ความรักและความอบอุ่นกับสมาชิกในครอบครัว โดยพ่อแม่ต้องถือว่าสิ่งนี้เป็นความรับผิดชอบต่อสังคมด้วย
