การจัดตั้งสถาบันอุดมศึกษาขึ้นในจังหวัดศรีสะเกษเริ่มดำเนินการตั้งแต่ในพ.ศ. 2537 ตามข้อเสนอของจังหวัดศรีสะเกษและสมาชิกสภาผู้แทนราษฎรจังหวัดศรีสะเกษซึ่งเป็นจังหวัดที่มีประชากรจำนวนมากในแต่ละปี

จึงมีนักเรียนนักศึกษาที่สำเร็จการศึกษาในระดับมัธยมศึกษาตอนปลายหรือเทียบเท่าเป็นจำนวนมากแต่ยังไม่มีสถาบันอุดมศึกษาภายในจังหวัด

เพื่อการศึกษาต่อในระดับที่สูงขึ้นประกอบกับเป็นจังหวัดทีมีศักยภาพสูงสามารถพัฒนาเป็นศูนย์กลางแห่งการท่องเที่ยวและอุตสาหกรรมโดยมีความพร้อมทั้งที่ดินและงบประมาณสนับสนุนการจัดตั้งสถาบันอุดมศึกษาดังนั้นวันที่20เมษายนพ.ศ. 2540

คณะรัฐมนตรีจึงมีมติอนุมัติให้จัดตั้ง "สถาบันราชภัฏศรีสะเกษ" ขึ้นและในปีพ.ศ. 2542 "โครงการจัดตั้งสถาบันราชภัฏศรีสะเกษ" ได้เริ่มรับนักศึกษาเป็นปีแรกโดยได้รับความร่วมมือสนับสนุนในระยะแรกจากสถาบันราชภัฏสุรินทร์


ต่อมาเมื่อวันที่12 กรกฎาคมพ.ศ. 2544 ได้มีพระราชกฤษฎีกาจัดตั้ง "สถาบันราชภัฏศรีสะเกษ" ขึ้นและได้รับพระกรุณาจากพระบาทสมเด็จพระเจ้าอยู่หัวโปรดเกล้าฯยกฐานะเป็น "มหาวิทยาลัยราชภัฏศรีสะเกษ" ตามพระราชบัญญัติมหาวิทยาลัยราชภัฏพ.ศ. 2547 เมื่อวันที่9 มิถุนายนพ.ศ. 2547
