จังหวัดเชียงราย มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาข้อเสนอแนะการบริหารจัดการศึกษาระดับปฐมวัยของโรงเรียนในกลุ่มเครือข่ายพัฒนาการศึกษา ป่าตึง ตำบลป่าตึง อำเภอแม่จัน จังหวัดเชียงราย ประชากร ได้แก่ ผู้บริหารสถานศึกษาโรงเรียนในกลุ่มเครือข่ายพัฒนาการศึกษาป่าตึง ครูผู้สอนระดับปฐมวัย คณะกรรมการสถานศึกษา จำนวน 84 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า การบริหารจัดการศึกษาระดับปฐมวัยของโรงเรียนในกลุ่มเครือข่ายพัฒนาการศึกษาป่าตึง ตำบลป่าตึง อำเภอแม่จัน จังหวัดเชียงราย โดยรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน อยู่ในระดับมากทุกด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการประเมินพัฒนาการและการเรียนรู้ รองลงมา คือ ด้านการสร้างหลักสูตรที่เหมาะสม ด้านความสัมพันธ์ระหว่างครูผู้สอนกับครอบครัวของเด็ก ด้านการบูรณาการการเรียนรู้ ด้านการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ของเด็ก และ ด้านการจัดกิจกรรมที่ส่งเสริมพัฒนาการและการเรียนรู้ของเด็ก
ปัญหา คือ การสร้างหลักสูตรยังไม่สอดคล้องและครอบคลุมความต้องการของผู้เรียน ท้องถิ่น และชุมชน จัดประสบการณ์และกิจกรรมต่าง ๆ ขาดทักษะกระบวนการจัดกิจกรรมแบบบูรณาการ การวัดและการประเมินพัฒนาการการเรียนรู้ไม่เป็นไปตามสภาพจริง และผู้ปกครองไม่มีเวลาให้กับโรงเรียน
ข้อเสนอแนะ คือ ควรนำหลักสูตรมาใช้จัดประสบการณ์การเรียนรู้ ควรปรับปรุงบริเวณให้มีบรรยากาศที่เอื้อต่อการเรียนรู้ของเด็ก ควรอบรมครูจัดประสบการณ์ ทักษะกระบวนการในการจัดกิจกรรมแบบบูรณาการ ควรประเมินตามสภาพจริง และควรสร้างความสัมพันธ์ระหว่างครูผู้สอนกับครอบครัวของเด็ก
