เป้าหมายของการพัฒนาชุมชน คือ “คน” ซึ่งเป็นกลุ่มอันหลากหลาย กระจัดกระจายอยู่ทั่วประเทศ เป็นหมู่บ้าน เป็นชุมชนเมือง เป้นกลุ่มอาชีพ เป็นกลุ่มกิจกรรม กลุ่มต่าง ๆ เหล่านี้เป็นรากฐานสำคัญของประเทศ เราเห็นพ้องกันว่าการพัฒนาคน เป็นแนวทางการพัฒนาประเทศที่ถูกต้อง การพัฒนาคนจึงเป็นเป้าหมายของ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๘ (พ.ศ. ๒๕๔๐ – ๒๕๔๔) และต่อใน แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๙(พ.ศ. ๒๕๔๕ – ๒๕๔๙) รากฐานของประเทศดีขึ้น เจริญขึ้นในทุก ๆ ด้าน ประเทศชาติก็ดีขึ้น เจริญขึ้น เป็นสังคมพัฒนา สังคมพัฒนาดี สมาชิกในสังคมย่อมได้รับผลพวงของการพัฒนา ทุกอย่างมันเกี่ยวข้องสัมพันธ์กัน การเล็งเป้าการพัฒนาไปที่คน ก็คือการเล็งเป้าไปที่ชุมชน จึงเป็นภารกิจของทุกคนที่เกี่ยวข้อง ที่จะต้องร่วมมือกันพัฒนาอย่างจริงจัง รวมทั้งต้องพัฒนาคนเองด้วย เหมือนตนเองเป็นชุมชนหนึ่ง องค์กรทั้งหลายก็ต้องพัฒนาตนเองเช่นเดียวกัน เพราะองค์กรก็มีความเป็นชุมชนด้วย ถ้าเราจินตนาการว่าคนเหมือนเซล (cell) ของประเทศ (ร่างกาย) เซลทุกเซลได้รับการเอาใจใส่ดูแลให้ดี ทำให้พัฒนา ประเทศชาติหรือสังคมไทยเราจะเป็นอย่างไร ลองจินตนาการต่อไป เพราะฉะนั้น เป้าหมายของประเทศ หรือสังคม จึงต้องพัฒนาคนหรือชุมชน
