                                    ความหวัง รักษ์ทะเล...
    ประติมากรรมดังกล่าวจัดสร้างขึ้นโดยดำริของผู้ว่าราชการจังหวัดตราด นางสาวเบญจวรรณ  อ่านเปรื่อง นำไปวางในทะเลท้องที่ตำบลเกาะหมาก อำเภอเกาะกูด จังหวัดตราด บริเวณพิกัด N 11°48.327 ' E 102°27.345'  ทางด้านทิศตะวันออกเฉียงใต้ของเกาะหมาก ดำเนินการแล้วเสร็จเมื่อวันที่ ๓ ตุลาคม ๒๕๕๕ ใช้งบประมาณดำเนินโครงการทั้งสิ้นเป็นจำนวนเงิน ๑๐,๐๐๐,๐๐๐ บาท (สิบล้านบาทถ้วน) จากการบริจาคของทุกภาคส่วน ทั้งภาคประชาชน องค์กรเอกชน สมาคม ชมรม ธุรกิจร้านค้าต่าง ๆ
    4.2 โครงการเรือหลวงช้าง รักษ์ทะเลตราด
    กองทัพเรือได้ปลดประจำการ “เรือหลวงช้าง” แล้วส่งมอบให้จังหวัดตราด ภายใต้งบประมาณจากองค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (อพท.) เพื่อนำไปดำเนินการสร้างแหล่งท่องเที่ยวโลกใต้ทะเลแห่งใหม่ เป็นปะการังเทียม จะได้เป็นแหล่งหลบภัย แพร่ ขยายพันธุ์สัตว์ทะเลและเป็นแหล่งอาหารของมนุษย์
    เรือหลวงช้าง เป็นเรือที่สหรัฐอเมริกาสร้างขึ้นเพื่อใช้ในช่วงสงครามโลกครั้งที่ ๒ ได้มอบให้กับกองทัพเรือไทย  หลังเสร็จสิ้นภารกิจขนยุทโธปกรณ์ในสงครามเกาหลี และขึ้นทะเบียนในราชนาวีไทยในนามของ  “เรือหลวงช้าง” หมายเลข ๗๑๒ เมื่อ พ.ศ.๒๕๐๕ ชื่อเรือหลวงช้างที่ราชนาวีไทยตั้งขึ้นนี้ หมายถึง เกาะช้างจังหวัดตราด นั่นเอง  ตามหลักการการตั้งชื่อเรือของกองทัพเรือจะมีการคัดเลือกชื่อ  มาจากชื่อเกาะต่าง ๆ ที่มีความสำคัญ ซึ่งเกาะช้างของเราก็ได้รับเกียรติในการประทับชื่อบนเรือลำนี้
    เรือหลวงช้าง ได้ปฏิบัติการยุทธสำคัญหลายภารกิจของชาติไทย รวมทั้งเป็นเรือฝึกให้กับนายทหารเรือเกือบทั้งกองทัพเรืออีกด้วย เรือหลวงช้างถูกปลดระวางในปี พ.ศ.๒๕๔๘ มีขนาดกว้าง ๑๕ เมตร ยาว ๑๐๐ เมตร และสูง ๒๖ เมตร  หลังปลดระวางแล้วจะถูกเรียกว่า “เรือช้าง” ซึ่งได้ถูกนำไปจอดไว้ที่อู่ทหารเรือพระจุลจอมเกล้า ตำบลแหลมฟ้าผ่า อำเภอพระสุมทรเจดีย์ จังหวัดสมุทรปราการ
    ปี พ.ศ.๒๕๕๕ จังหวัดตราดได้ประสานงานกับกองทัพเรือ เพื่อขอนำเรือช้างมาทำประโยชน์โดยการวางลงใต้ทะเล  เพื่อให้เป็นบ้านปลาและที่อยู่อาศัยของสัตว์ทะเลทุกชนิดภายใต้โครงการ “เรือหลวงช้างรักษ์ทะเลตราด” เพื่อร่วมเทิดพระเกียรติ สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ในวโรกาสปีมหามงคลเฉลิมพระชนมพรรษา ๘๐ พรรษา บริเวณหินลูกบาตรตำบลเกาะช้างใต้ หมู่เกาะช้างใกล้ ๆ กับเกาะคุ้ม  ความลึกในการวางเรืออยู่ที่ ๓๓ – ๓๕ เมตร
    จุดวางปะการังเทียมทั้งสองโครงการดังกล่าว  นับเป็นแหล่งท่องเที่ยวสำคัญสำหรับนักดำน้ำชมปะการังและสัตว์ใต้ทะเลในท้องที่จังหวัดตราด
