5. นิยามศัพท์
ผู้สูงอายุ หมายถึง ผู้มีอายุตั้งแต่ 60 ปีบริบูรณ์ขึ้นไป ที่อาศัยอยู่ในพื้นที่รับผิดชอบของ เทศบาลนครขอนแก่น
สังคมผู้สูงอายุ (Aging Society) หมายถึง สังคมที่มีสัดส่วนของประชากรอายุ 60 ปีขึ้นไปมากกว่าร้อยละ 10 ของประชากรทั้งประเทศ (สำนักงานสถิติแห่งชาติ)

สวัสดิการชุมชน หมายถึง การสร้างหลักประหลัก เพื่อความมั่นใจของคนในชุมชน ซึ่งหมายถึงทุกสิ่งทุกอย่าง ที่จะทำให้คนในชุมชนดีขึ้น อาจจะอยู่ในรูปสิ่งของ เงินทอง น้ำใจการช่วยเหลือเกื้อกูล เป็นเรื่องที่เกี่ยวข้องกับวิถีชีวิต ตั้งแต่เกิดจนตาย ผลของการจัดสวัสดิการชุมชน คือ ก่อให้เกิดรายได้ลดรายจ่าย เกิดความสัมพันธ์ มิตรไมตรีที่ดีขึ้นของคนในชุมชน รู้สึกมั่นคงภาคภูมิใจ อยู่อย่างมีศักดิ์ศรี และมีความสุข
