วันศุกร์ที่ 13 มิถุนายน พ.ศ. 2557 นายเกษม มูลจันทร์ รองอธิบดีกรมคุมประพฤติ เป็นประธานการประชุมเชิงปฏิบัติการเพื่อวางทิศทางการเสริมสร้างความสมานฉันท์ ณ โรงแรมเดอะไทด์ รีสอร์ท บางแสน อำเภอเมือง จังหวัดชลบุรี
สำนักงานคณะกรรมการเสริมสร้างความสมานฉันท์แห่งชาติ และสำนักงานปลัดกระทรวงยุติธรรม จัดการประชุมเพื่อวางทิศทางการเสริมสร้างความสมานฉันท์ เพื่อรับฟังความคิดเห็น ข้อเสนอแนะตลอดจนความร่วมมือในการดำเนินงานด้านการเสริมสร้างความสมานฉันท์ระดับท้องถิ่นและผลการดำเนินงานของหน่วยงานที่เข้าร่วมประชุมในวันนี้ โดยมีวัตถุประสงค์เพื่อเผยแพร่และเสริมสร้างองค์ความรู้ และทักษะด้านการเสริมสร้างความสมานฉันท์ เป็นเวทีทางวิชาการในการเสวนาและเปลี่ยนความคิดเห็นเกี่ยวกับสถานการณ์ความขัดแย้งในมิติต่างๆ ตลอดจนเสนอแนวทางในการแก้ไขปัญหาและเสริมสร้างความสมานฉันท์ และเพื่อนำข้อมูลไปพัฒนากระบวนการยุติธรรมเชิงสมานฉันท์ เสริมสร้างความสมานฉันท์และสันติวัฒนธรรมในสังคมไทยอีกด้วย
นายเกษม มูลจันทร์ รองอธิบดีกรมคุมประพฤติ กล่าวว่า ในสภาวะการเปลี่ยนแปลงอย่างไม่หยุดนิ่งของสังคมไทยสู่กระแสโลกาภิวัตน์และโครงการสร้างสังคมที่เปลี่ยนแปลงไปจากเดิม ทำให้สภาพสังคมไทยในปัจจุบันต้องเผชิญกับความเปลี่ยนแปลวอย่างรวดเร็ว จึงเป็นรากฐานของความขัดแย้งและความรุนแรง ส่งผลกระทบต่อการดำเนินชีวิตของประชาชนชาวไทยมากขึ้นทุกวัน ทั้งทางด้านการเมือง วัฒนธรรม เศรษฐกิจ และทรัพยากรธรรมชาติและสิ่งแวดล้อม สถานการณ์และอุดมสมบูรณ์ จนดูเหมือนว่าความขัดแย้งที่เกิดขึ้นนี้ ไม่อาจทำความเข้าใจร่วมกันได้ กลายเป็นปรากฏการณ์ทางสังคมที่ต้องเผชิญในทุกระดับ ตั้งแต่ระดับบุคคล ระดับครอบครัว กลุ่มคน ท้องถิ่น ลุกลามขยายตัวเป็นความรุนแรงในระดับภูมิภาคและระดับชาติ สังคมไทยกำลังเผชิญกับความขัดแย้งในระดับที่รุนแรง ไม่ว่าจะเป็นเรื่องของ “ความขัดแย้งด้านข้อมูลข่าวสาร” จากข้อมูลที่มากหรือน้อยเกินไป ความเข้าใจและการตีความที่ผิดพลาด การสื่อสารที่คลาดเคลื่อน หรือสื่อสารในเวลาหรือกับบุคคลที่ไม่เหมาะสม จนกลายเป็นความเข้าใจที่ไม่ตรงกัน จึงส่งผลให้เกิดความขัดแย้ง “ความขัดแย้งด้านผลประโยชน์” จากพื้นฐานโดยธรรมชาติของมนุษย์ซึ่งมีความต้องการไม่สิ้นสุด ความขัดแย้งในเรื่องผลประโยชน์จึงเป็นสิ่งที่เห็นได้ชัดและเกิดขึ้นในสังคมทั่วไปทุกระดับ ความขัดแย้งที่เกิดจากการสูญเสียผลประโยชน์อาจนำไปสู่การแบ่งพรรคแบ่งพวก ความแตกแยก ชาดสามัคคีในองค์กรและในประเทศ “ความขัดแย้งด้านความสัมพันธ์” คนเราแต่ละคนล้วนมีลักษณะนิสัยที่แตกต่างกันออกไป แต่ละคนมีเอกลักษณ์ที่แตกต่างกัน ส่งผลให้การแสดงออกและการทำความเข้าใจผู้อื่นแตกต่างกัน จนอาจกลายเป็นความขัดแย้งได้ “ความขัดแย้งด้านค่านิยม” แต่ละคนล้วนมีระบบความเชื่อ ความแตกต่างในค่านิยม ขนมธรรมเนียมประเพณี การเลี้ยงดู ส่งผลให้แต่ละคนหรือแต่ละกลุ่มมีค่านิยมที่แตกต่างกัน รวมไปถึง “ความขัดแย้งด้านโครงสร้าง” เรื่องของอำนาจ การแย่งชิงอำนาจ การใช้อำนาจ การกระจายอำนาจ และปัญหาโครงสร้างรวมไปถึงกฎ ระเบียบต่างๆ ที่เชื่อมโยงไปถึงเรื่องต่างๆ ทำให้เกิดความขัดแย้งได้ในที่สุด
