งานวิจัยนี้ เป็นการศึกษาเพื่อถอดบทเรียนการดำเนินงานเฝ้าระวังป้องกันและแก้ไขปัญหายาเสพติดจากองค์กรปกครองส่วนท้องถิ่นที่ประสบความสำเร็จในการดำเนินงาน ในเขตเมือง กึ่งเมืองกึ่งชนบท และเขตชนบท ประกอบด้วย
1. องค์กรปกครองส่วนท้องถิ่นในเขตเมือง ได้แก่ เทศบาลนครเชียงราย อำเภอเมืองจังหวัดเชียงราย
2. องค์กรปกครองส่วนท้องถิ่นในเขตกึ่งเมืองกึ่งชนบท ได้แก่ เทศบาลตำบลจอมทอง อำเภอจอมทอง จังหวัดเชียงใหม่
3. องค์กรปกครองส่วนท้องถิ่นในเขตชนบท ได้แก่ องค์การบริหารส่วนตำบลแม่สุก อำเภอแม่ใจ จังหวัดพะเยา และองค์การบริหารส่วนตำบลน้าเกี๋ยน อำเภอภูเพียง จังหวัดน่าน
ผลการศึกษาและถอดบทเรียนโดยการประยุกต์ใช้แนวทางการเขียนวิธีปฏิบัติที่เป็นเลิศ (Best Practices) มีข้อสรุปดังนี้

2. รูปแบบและกระบวนการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด ในชุมชนขององค์กรปกครองส่วนท้องถิ่นทุกแห่งที่นำไปสู่ความสำเร็จในการดำเนินงาน คือ การประสานความร่วมมือกับทุกภาคส่วนในชุมชน (หน่วยราชการที่เกี่ยวข้อง องค์กรปกครองส่วนท้องถิ่น ภาคธุรกิจ องค์กรอิสระและเครือข่ายภาคประชาชน ) โดยกระบวนการดำเนินงานที่สำคัญที่สุด คือการร่วมกันค้นหาและทำความเข้าใจสถานการณ์ปัญหาที่เกิดขึ้นในชุมชน และยุทธศาสตร์หรือวิธีดำเนินงานที่ส่งผลให้กิจกรรมที่จัดทำประสบความสำเร็จ คือ การทำงานเป็นทีมเดียวกันโดยมีการแบ่งหน้าที่ดำเนินงานโดยไม่แบ่งส่วนงาน และการใช้ทุนทางสังคมในชุมชนเป็นฐานในการดำเนินงาน
3. กลไกการดำเนินงานที่สำคัญ คือ การใช้ศักยภาพของทุกภาคส่วนอย่างมีประสิทธิภาพดังนี้ หน่วยราชการที่เกี่ยวข้อง ทำหน้าที่อำนวยการ และสนับสนุนการปฏิบัติงาน ของทุกภาคส่วนองค์กรปกครองส่วนท้องถิ่น ทำหน้าที่ประสาน สนับสนุน และร่วมการดำเนินงาน กับทุกหน่วยงานและเครือข่ายภาคประชาชน ภาคประชาชนและองค์กรเครือข่ายทำหน้าที่เฝ้าระวังป้องกันปัญหาในชุมชนและติดตามผลการดำเนินงาน โดยกลไกสำคัญที่ทำให้เกิดการมีส่วนร่วมของทุกภาคส่วน คือการเปิดพื้นที่แลกเปลี่ยนข้อมูล ความรู้ ความคิดเห็น และการเปิดโอกาสให้เยาวชนมีบทบาทในการดำเนินงาน
