การศึกษาครั้งนี้ มีวัตถุประสงค์ดังนี้ 1) ศึกษากลยุทธ์การนำนโยบายการบริหารกิจการคณะสงฆ์สู่การปฏิบัติของพระสังฆาธิการ 2) พัฒนากลยุทธ์การนำนโยบายการบริหารกิจการคณะสงฆ์สู่การปฏิบัติ กลุ่มตัวอย่างที่ใช้ศึกษา ได้แก่ พระสังฆาธิการระดับผู้ปกครองในเขตจังหวัดชลบุรี จำนวน 322 รูป เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม วิเคราะห์โดยใช้สถิติพื้นฐาน คือ สถิติเชิงพรรณนา ได้แก่ การหาค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (standard deviation) ใช้การวิเคราะห์เนื้อหา (Content analysis) ในลักษณะการบรรยาย
ผลการวิจัยพบว่า
ศึกษากลยุทธ์การนำนโยบายการบริหารกิจการคณะสงฆ์สู่การปฏิบัติของพระสังฆาธิการสามารถจำแนกในแต่ละด้านได้ดังนี้
1. ด้านปกครอง เข้มงวด สอดส่อง ให้ความรู้ ฝึกอบรมแก่บรรพชิตและคฤหัสถ์จัดประชุมพระภิกษุสามเณรเพื่ออบรมสั่งสอนด้านวัตรปฏิบัติ ออกกฎระเบียบต่าง ๆ เข้มงวด สอดส่องดูแลให้พระภิกษุสามเณรในปกครองเคร่งครัดต่อพระธรรมวินัย
2. ด้านการศาสนศึกษา พัฒนาการศาสนศึกษาส่งเสริมสนับสนุนให้พระภิกษุสามเณรได้มีโอกาสศึกษาทั้งทางโลกและทางธรรมสูงยิ่งขึ้นไปตามความสามารถ ส่งเสริมและพัฒนาครูสอนนักธรรมและบาลี จัดตั้งเงินนิตยภัตให้แก่ครูสอนพระปริยัติธรรม
3. ด้านการศึกษาสงเคราะห์ มีส่วนร่วมในการจัดหาทุนการศึกษา มอบทุนการศึกษา จัดหาวัสดุอุปกรณ์การศึกษาแก่สถานศึกษา สนับสนุนผู้ด้อยโอกาสให้มีการศึกษาสูงยิ่งขึ้น
4. ด้านการเผยแผ่พระพุทธศาสนา จัดให้พระภิกษุสามเณรแสดงธรรมทุกวันพระ จัดตั้งให้มีศูนย์ปฏิบัติธรรมขึ้นภายในวัด เผยแผ่ศาสนธรรมเชิงรุกมากขึ้น มีการใช้สื่อต่าง ๆ ในการเผยแผ่ศาสนธรรมเพื่อให้เข้าถึงประชาชนทุกกลุ่ม พร้อมทั้งจัดตั้งห้องสมุดภายในวัด
5. ด้านการสาธารณูปการ มีการวางแผน ควบคุม ดูแล การก่อสร้างถาวรวัตถุภายในวัด ปรับปรุงพัฒนาภูมิทัศน์ภายในวัดให้สะอาด ร่มเย็น การทำผังวัดให้เป็นระเบียบ ควบคุมบัญชีรายรับ-รายจ่าย ที่ใช้ในการก่อสร้างและบูรณปฏิสังขรณ์ถาวรวัตถุ
6. ด้านการสาธารณสงเคราะห์ ช่วยเหลือผู้ประสบภัยธรรมชาติ เช่น อุทกภัย อัคคีภัย วาตภัย เชิญชวนประชาชนเพื่อบริจาคทรัพย์ เวชภัณฑ์ อาหาร เพื่อช่วยเหลือผู้ประสบสาธารณภัย และช่วยเหลือเกื้อกูลกิจการของชุมชนที่เป็นไปเพื่อสาธารณประโยชน์

3. ด้านการศึกษาสงเคราะห์ จัดตั้งโรงเรียนพุทธศาสนาวันอาทิตย์ จัดตั้งโรงเรียนการกุศลของวัดเพื่อสงเคราะห์เด็กและเยาวชน มีส่วนร่วมในการจัดหาทุนการศึกษา มอบทุน จัดหาวัสดุอุปกรณ์การศึกษาแก่สถานศึกษา สนับสนุนผู้ด้อยโอกาสให้มีโอกาสศึกษาสูงยิ่งขึ้น
