การศึกษาแนวทางการจัดทำหนังสือราชการ (เฉพาะรูปแบบหนังสือราชการและการจัดพิมพ์ด้วยโปรแกรมคอมพิวเตอร์) มีวัตถุประสงค์เพื่อให้ผู้ปฏิบัติงานมีความรู้ ความเข้าใจในจัดทำรูปแบบหนังสือราชการ และการจัดพิมพ์ด้วยโปรแกรมคอมพิวเตอร์ที่ถูกต้องตามระเบียบสำนักนายกรัฐมนตรี ว่าด้วยระเบียบงานสารบรรณ พ.ศ. 2526 และสามารถนำไปใช้เป็นแนวทางในการจัดทำรูปแบบหนังสือราชการ ให้สามารถปฏิบัติงานแทนกันได้ ใช้เป็นมาตรฐานเดียวกัน
