ลาวลุ่ม คือ ลาวที่อาศัยอยู่ในเขตที่ราบ  ได้แก่ คนเชื้อชาติลาว ภูไท ไทดำ ไทลื้อ ฯลฯ ใช้ภาษาลาว หรือภาษาตระกูลภาษาไทเป็นภาษาหลัก ประชาชนกลุ่มนี้มีอยู่ร้อยละ68  และอาศัยกระจายอยู่ทั่วประเทศ ถือว่าเป็นกลุ่มชาวลาวที่มีจำนวนมากที่สุดในประเทศ
 
ลาวเทิง คือ ชาวลาวที่อาศัยอยู่ในเขตที่ราบสูง เช่น ชาวบรู มะกอง งวน ตะโอย ตาเลียง ละเม็ด ละเวน กะตัง ฯลฯ ส่วนใหญ่อาศัยอยู่ทางภาคใต้ของประเทศ  ประชาชนกลุ่มนี้มีร้อยละ 22
 
ลาวสูง คือ ชาวลาวที่อาศัยอยู่ในเขตภูเขาสูง เช่น ชาวม้ง เย้า มูเซอ และชาวเขาเผ่าต่างๆ ส่วนมากอาศัยอยู่ในเขตภาคเหนือของลาว ประชาชนกลุ่มนี้มีอยู่ร้อยละ 9

การเข้าเป็นสมาชิกของอาเซียนประเทศลาว
โดยเข้าร่วมเป็นสมาชิกอาเซียนพร้อมกับประเทศพม่า นับตั้งแต่วันที่ 23 กรกฎาคม พ.ศ.2540 วัตถุประสงค์ของลาวในการเป็นสมาชิกอาเซียน คือ ความมั่นคงทางการเมือง เศรษฐกิจ และสังคม เพื่อบรรลุเป้าหมายของการพัฒนาประเทศตามแผนพัฒนาเศรษฐกิจที่ได้วางไว้
1)    ความต้องการทางด้านการเมืองและความมั่นคง
2)    ความต้องการพัฒนาทางด้านเศรษฐกิจ 
3)    ความต้องการพัฒนาทางด้านสังคม 

บทบาทของลาวในอาเซียน

ด้านบทบาทการเป็นประธานอาเซียน การเป็นสมาชิกอาเซียนนับเป็นภาระที่หนักและยิ่งใหญ่สำหรับประเทศลาว นับตั้งแต่เริ่มเปิดประเทศและมีความสัมพันธ์ทางการทูตกับประเทศต่างๆ ซึ่งลาวไม่เคยเข้าร่วมองค์กรระหว่างประเทศมาก่อน การเข้าร่วมประชุมอาเซียนในปัญหานานาชาติจึงเป็นสิ่งที่ท้าทายสำหรับลาว หลังการเข้าร่วมเป็นสมาชิกอาเซียน ประเทศลาวในฐานะสมาชิกใหม่ ได้รับบทบาทสำคัญในเวทีอาเซียนโดยการเป็นเจ้าภาพจัดการประชุมผู้นำอาเซียน ครั้งที่ 10 ณ กรุงเวียงจันทน์ ในวันที่ 29-30 พฤศจิกายน พ.ศ.2547 นับเป็นครั้งแรกของประเทศลาวที่ได้ทำหน้าที่ในการจัดการประชุมระดับนานาชาติ โดยประเทศลาวได้จัดสรรงบประมาณในการปรับปรุงถนนและการตกแต่งประดับประดาถนนสายหลักๆ อย่างสวยงาม เพื่อสร้างความประทับใจแก่ผู้เข้าร่วมประชุม แสดงถึงความเป็นหน้าตาของประเทศลาวในฐานะเจ้าภาพจัดประชุมสุดยอดอาเซียน
