ไทยกับอินเดียได้จัดทำความตกลงว่าด้วยความร่วมมือด้านวัฒนธรรม เมื่อปี 2520 แต่ยังขาดการดำเนินการที่ต่อเนื่องและไม่มีผลเป็นรูปธรรมชัดเจน ดังนั้น ในการประชุมคณะกรรมาธิการร่วมฯ ครั้งที่ 4 เมื่อกุมภาพันธ์ 2546 ฝ่ายไทยจึงได้เสนอให้มีการจัดทำแผนปฏิบัติการ (Plan of Action) เพื่อให้มีการแลกเปลี่ยนกิจกรรมในอันที่จะส่งเสริมความสัมพันธ์ด้านวัฒนธรรมและความเข้าใจอันดีระหว่างประชาชนกับประชาชน โดยมีเป้าหมายที่ชัดเจนและมีผลอย่างเป็นรูปธรรม เนื่องจากความร่วมมือทางวัฒนธรรมจะเป็นกลไกสำคัญที่จะทำให้ประชาชนทั้งสองฝ่ายใกล้ชิดกันยิ่งขึ้น อันจะนำไปสู่ความร่วมมือในด้านอื่นๆ ต่อไป ขณะนี้ กำลังอยู่ในระหว่างการจัดทำแผนปฏิบัติการดังกล่าว
นอกจากนี้ สถานเอกอัครราชทูตอินเดียประจำประเทศไทยได้จัดตั้งศูนย์อินเดียศึกษา ที่มหาวิทยาลัยธรรมศาสตร์ และศูนย์สันสกฤตศึกษาที่มหาวิทยาลัยศิลปากร
