บทคัดยอ

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารจัดการตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของผู้บริหารในโรงเรียนขยายโอกาส และ ศึกษาปัญหา ข้อเสนอแนะ ในการบริหารจัดการตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของผู้บริหารในโรงเรียนขยายโอกาส ศูนย์เครือข่ายการศึกษา ตับเต่า 2 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา เชียงราย เขต 4 ใน 4 ด้าน ได้แก่ ด้านพัฒนาคุณภาพคนไทยยุคใหม่ ด้านพัฒนาคุณภาพครูยุคใหม่ ด้านพัฒนาคุณภาพสถานศึกษาและแหล่งเรียนรู้ยุคใหม่ และด้านพัฒนาคุณภาพการบริหารจัดการใหม่ ประชากรที่ศึกษา ได้แก่ ผู้บริหารในโรงเรียนขยายโอกาส ศูนย์เครือข่ายการศึกษา ตับเต่า 2 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา เชียงราย เขต 4 จำนวน 70 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า
1. สภาพการบริหารจัดการตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของผู้บริหารในโรงเรียนขยายโอกาส ศูนย์เครือข่ายการศึกษา ตับเต่า 2 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา เชียงราย เขต 4 รวมเฉลี่ยทุกด้าน อยู่ในระดับมาก (µ = 3.74) โดยเรียงลำดับจากมากไปหาน้อยดังนี้ สูงสุด ได้แก่ ด้านพัฒนาคุณภาพคนไทยยุคใหม่ อยู่ในระดับมาก รองลงมาได้แก่ ด้านพัฒนาคุณภาพครูยุคใหม่ อยู่ในระดับมาก ด้านพัฒนาคุณภาพสถานศึกษาและแหล่งเรียนรู้ยุคใหม่ อยู่ในระดับมาก และ ด้านพัฒนาคุณภาพการบริหารจัดการใหม่ อยู่ในระดับมาก


2. ปัญหาและข้อเสนอแนะ ในการบริหารจัดการตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของผู้บริหารในโรงเรียนขยายโอกาส ศูนย์เครือข่ายการศึกษา ตับเต่า 2 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา เชียงราย เขต 4 ด้านพัฒนาคุณภาพคนไทยยุคใหม่การบริหารพบปัญหาในเรื่อง คนไทยขาดความรับผิดชอบ ไม่มีวินัย มากที่สุด ข้อเสนอแนะ คือ ควรปลูกฝังให้รู้จักกฎระเบียบและความรับผิดชอบต่อหน้าที่และรับผิดชอบต่อสังคมให้มากขึ้น
ด้านพัฒนาคุณภาพครูยุคใหม่ การบริหารพบปัญหาในเรื่อง ภาระงานของครูเยอะเกินไป มากที่สุด ข้อเสนอแนะ คือ ควรลดภาระงาน ที่ไม่เกี่ยวกับการสอนของครู เพื่อให้ครูได้มีเวลาสอนอย่างเต็มที่ ด้านพัฒนาคุณภาพสถานศึกษาและแหล่งเรียนรู้ยุคใหม่ การบริหารพบปัญหาในเรื่อง สภาพแวดล้อมและบริบทของโรงเรียนไม่เอื้อต่อการเรียนรู้ มากที่สุด ข้อเสนอแนะ คือ นำแหล่งเรียนรู้ในท้องถิ่นมาใช้ให้มากขึ้น เพื่อให้นักเรียนได้รับประสบการณ์ที่คงทน ด้านพัฒนาคุณภาพการบริหารจัดการใหม่ การบริหารพบปัญหาในเรื่อง การกระจายอำนาจจากส่วนกลางยังไม่มากพอทำให้ไม่สามารถบริหารได้ตามศักยภาพของผู้บริหาร มากที่สุด ข้อเสนอแนะ คือ ส่วนกลาง หรือกระทรวงศึกษาธิการ ควรจะกระจายอำนาจการบริหารงานให้กับโรงเรียน
