บทนำ

แนวคิดที่มาและความสำคัญ
ตามเจตนารมณ์ของรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ.2553 ได้บัญญัติหลักการปกครองท้องถิ่นโดยให้องค์กรปกครองส่วนท้องถิ่นมีความเป็นอิสระในการกำหนดนโยบายการปกครองการบริหารงานบุคคลการเงินและการคลังภายใต้การกำกับดูแลของหน่วยงานภาครัฐและการตรวจสอบของภาคประชาชนในการพัฒนาท้องถิ่นกำหนดให้องค์กรปกครองส่วนท้องถิ่นจัดทำแผนยุทธศาสตร์การพัฒนาท้องถิ่น ทั้งนี้ให้องค์กรปกครองส่วนท้องถิ่นได้จัดทำแผนยุทธศาสตร์การพัฒนาเพื่อเป็นทิศทางและแนวทางในการพัฒนาท้องถิ่นเพื่อให้วิสัยทัศน์และยุทธศาสตร์การพัฒนาบรรลุความสำเร็จตามเป้าหมายจึงต้องกำหนดให้มีการจัดทำแผนพัฒนาสามปีเป็นการแปลงยุทธศาสตร์การพัฒนาไปสู่การปฏิบัติโดยมีหลักว่าภายใต้ยุทธศาสตร์การพัฒนาหนึ่งๆจะมีแนวทางการพัฒนาได้มากกว่าหนึ่งแนวทางและภายใต้แนวทางการพัฒนาหนึ่งจะมีโครงการ/กิจกรรมได้มากกว่าหนึ่งโครงการ/กิจกรรมที่จะต้องนำมาดำเนินการเพื่อให้บรรลุตามวัตถุประสงค์และเป้าหมายที่ต้องการในแต่ละยุทธศาสตร์และเทศบาลตำบลใช้แผนพัฒนาสามปีเป็นเครื่องมือในการจัดทำงบประมาณรายจ่ายประจำปีเพื่อให้กระบวนการจัดทำงบประมาณเป็นไปด้วยความรอบคอบและผ่านกระบวนการมีส่วนร่วมของประชาชน

วัตถุประสงค์
รายงาน เรื่อง การศึกษาความพึงพอใจของประชาชนต่อการให้บริการขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี มีวัตถุประสงค์ในการศึกษาค้นคว้า ดังนี้
1. ความพึงพอใจต่อการให้บริการ ด้านกระบวนการ/ขั้นตอนการใช้บริการ
2. ความพึงพอใจต่อการให้บริการ ด้านเจ้าหน้าที่/บุคลากรให้บริการ
3. ความพึงพอใจต่อการให้บริการ ด้านสิ่งอำนวยความสะดวก
4. ศึกษาความคิดเห็นและข้อเสนอแนะของประชาชนเพื่อปรับปรุงการให้บริการ

ขอบเขตการศึกษาค้นคว้า
ประชาชนและกลุ่มตัวอย่าง
ประชาชนในการศึกษาครั้งนี้ ได้แก่ ประชาชนที่มาใช้หรือมารับบริการด้านต่างๆขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี
กลุ่มตัวอย่าง
กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ประชาชนที่มาใช้หรือมารับบริการขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี ในเดือน มิถุนายน 2558 ทำการกำหนดกลุ่มตัวอย่างโดย ยึดหลักการวิจัยเชิงสำรวจของ D.A de Vaus(D.A de Vaus , 1995: 71 ) และทำการสุ่มคัดเลือกกลุ่มตัวอย่างโดยการสุ่มแบบบังเอิญ (Accidental Sampling) ได้จำนวน 145 คนซึ่งถือได้ว่ากลุ่มตัวอย่างเพียงพอต่อการอ้างอิงข้อมูลไปสู่ประชากร

ระยะเวลาและสถานที่ดำเนินงาน
รายงาน เรื่องการศึกษาความพึงพอใจของประชาชนต่อการให้บริการขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี ใช้ระยะเวลาในการศึกษาค้นคว้า ตั้งแต่วันที่ 15 เดือน กรกฎาคม พ.ศ.2558 ถึงวันที่ 15 เดือน สิงหาคม พ.ศ.2558 สถานที่ดำเนินการ ได้แก่ องค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ จังหวัดอุดรธานี

ผลที่คาดว่าจะได้รับ
1. ผลจากการศึกษาทำให้ทราบระดับความพึงพอใจของประชาชนที่มีต่อการให้บริการขององค์การบริหารส่วนตำบลคำโคกสูง อำเภอวังสามหมอ ตำบลคำโคกสูง จังหวัดอุดรธานี
2. ผลจากการศึกษาทำให้ผู้ที่เกี่ยวข้องสามารถทราบถึงปัญหาและข้อเสนอแนะต่างๆและนำผลการศึกษาใช้เป็นแนวทางในการวางแผนพัฒนาการให้บริการด้านโครงสร้างพื้นฐานให้มีประสิทธิภาพและสร้างความพึงพอใจให้แก่ประชาชนต่อไป
