จากปัญหาภาวะขาดแคลนพยาบาลและการเปลี่ยนแปลงการบริการสุขภาพที่เปลี่ยนไปสู่ระบบธุรกิจอุตสาหกรรมเพิ่มมากขึ้นนั้นได้ส่งผลกระทบต่อการกำหนดขอบเขตการปฏฺบัติการพยาบาล แนวทางแก้ปัญหาจึงไม่ควรมุ่งเน้นที่การเพิ่มการผลิตจำนวนพยาบาลเพียงอย่างเดียว แต่ควรหันมาปรับปรุงวิธีการทำงานเมื่อเกิดปัญหาการขาดแคลนพยาบาล ผลกระทบจากภาวะขาดแคลนพยาบาลทำให้มีผลต่อคุณภาพการปฏิบัติการพยาบาลอย่างมาก และเกิดผลต่อเนื่องต่อความคงอยู่ในงานของพยาบาลวิชาชีพเป็นลูกโซ่อีกชั้นหนึ่ง ดังนั้นทุกฝ่ายจึงพยายามหาแนวทางในการแก้ไขดังต่อไปนี้ (อุดมรัตน์ สงวนศิริธรรม, 2553: 163)
