นายไมตรี อนุกูลเรืองกิตติ เจ้าพนักงานป่าไม้ 3 กองอุทยานแห่งชาติได้บันทึกเสนอผู้อำนวยการกองอุทยานแห่งชาติ ตามหนังสือลงวันที่ 27 เมษายน 2527 พร้อมส่งรายงานการสำรวจพื้นที่บริเวณป่าภูลังกา ท้องที่อำเภอบ้านแพง จังหวัดนครพนม ตามคำสั่งกรมป่าไม้ที่ 55/2527 ลงวันที่ 12 มกราคม 2527 ที่ให้ออกไปสำรวจจัดตั้งเป็นวนอุทยาน โดยนายไมตรีฯ ได้รายงานเสนอความเห็นว่ามีสภาพที่เหมาะสม สมควรจัดตั้งเป็นวนอุทยานฝ่ายจัดการวนอุทยานได้พิจารณาแล้วเห็นว่า เนื่องจากบริเวณป่าภูลังกาที่ทำการสำรวจมีพื้นที่ประมาณ 31,250 ไร่ หรือประมาณ 50 ตารางกิโลเมตร ครอบคลุมพื้นที่อำเภอบ้านแพง จังหวัด นครพนมและอำเภอเซกา จังหวัดหนองคาย สภาพป่าโดยทั่วไปเป็นป่าดิบเขา ป่าดงดิบ ป่าเบญจพรรณ และป่าแดงที่สมบูรณ์ มีสัตว์ป่าชุกชุม เป็นต้นกำเนิดของลำห้วยหลากสาย และมีจุดเด่นทางธรรมชาติ เช่น หน้าผา ถ้ำ น้ำตก อยู่หลายแห่ง ซึ่งอยู่ในหลักเกณฑ์ที่สามารถจัดตั้งเป็นอุทยานแห่งชาติได้ ทั้งเป็นการสนองนโยบายของรัฐบาล ในการอนุรักษ์พื้นที่ป่าไม้ไว้ในรูปแบบอุทยานแห่งชาติ จึงเห็นสมควรจัดตั้งบริเวณป่าภูลังกา ท้องที่อำเภอบ้านแพง จังหวัดนครพนมและอำเภอเซกา จังหวัด หนองคายให้เป็นอุทยานแห่งชาติ และเห็นสมควรพิจารณาจัดหาเจ้าหน้าที่ออกไปทำหน้าที่หัวหน้าอุทยานแห่งชาติ เมื่อดำเนินการให้มีประสิทธิ์ภาพต่อไป

กรมป่าไม้ ได้มีคำสั่งที่ 642/2539 เรื่องให้ข้าราชการไปปฏิบัติราชการ ลงวันที่ 1 เมษายน 2539 ให้นายวัชรินทร์ ปิยะสุทธิ เจ้าพนักงานป่าไม้ 5 ส่วนอุทยานแห่งชาติ สำนักอนุรักษ์ทรัพยากรธรรมชาติ ไปทำหน้าที่หัวหน้าอุทยานแห่งชาติภูลังกา และสำรวจเพิ่มเติมเพื่อจัดตั้งอุทยานแห่งชาติภูลังกา เพื่อกำหนดพื้นที่บริเวณดังกล่าวเป็นอุทยานแห่งชาติตามนัยมาตรา 6 แห่งพระราชบัญญัติอุทยานแห่งชาติ พ.ศ. 2504 โดยบริเวณดังกล่าวเป็นพื้นที่ป่าสงวนแห่งชาติภูลังกา ออกตามความในพระราชบัญญัติป่าสงวนแห่งชาติ พ.ศ. 2507 พื้นที่ประมาณ 44,031 ไร่ แต่ได้ถูกบุกรุกไปแล้วในพื้นที่งานคงเหลือพื้นที่โดยประมาณ 31,250 ไร่ หรือประมาณ 50 ตารางกิโลเมตร ซึ่งมีสภาพป่าที่อุดมสมบูรณ์ เป็นแหล่งต้นน้ำลำธาร มีสัตว์ป่าหลายชนิด มีแหล่งท่องเที่ยวทางธรรมชาติที่สวยงาม และยังมีความหลากหลายทางชีวภาพและสิ่งแวดล้อม มีอาณาเขตทิศเหนือจดห้วยทรายและห้วยซ่าน ท้องที่ตำบลดงบัง ตำบลโพธิหมากแข้ง อำเภอบึงโขงหลง จังหวัดหนองคาย ทิศใต้จดทางเกวียน ที่ทำกินราษฎร ท้องที่ตำบลโพนทอง ตำบลหนองซน อำเภอบ้านแพง นาทม จังหวัดนครพนม ทิศตะวันออก จดที่ทำกินราษฎร ท้องที่ตำบลนางัว ตำบลไผ่ล้อม อำเภอบ้านแพง จังหวัดนครพนม ทิศตะวันตก จดที่ทำกินราษฎร ท้องที่ตำบลโพธิหมากแข้ง อำเภอบึงโขงหลง จังหวัดหนองคาย
