๓. งานศึกษาและพัฒนาที่ดิน
เป็นการสนับสนุนการปฏิบัติของส่วนราชการต่าง ๆ ให้ได้มีการใช้ประโยชน์ที่ดินอย่างถูกต้องตามสมรรถนะของพื้นที่และเหมาะสมกับรูปแบบของกิจกรรมต่างๆ ตามที่ได้วางแผนไว้และศึกษาพัฒนาวิธีการและรูปแบบของการอนุรักษ์ดินและน้ำที่เหมาะสมกับภูมิประเทศภาคเหนือตอนบน มีผลการดำเนินงานดังนี้
๓.๑ งานศึกษาและวิจัยเกี่ยวกับการอนุรักษ์ดินและน้ำ เป็นการดำเนินงานเพื่อศึกษาหาวิธีการอนุรักษ์ ดินและน้ำที่เหมาะสมสำหรับพื้นที่ซึ่งมีความลาดชัน ซึ่งไม่สามารถที่จะนำใช้ประโยชน์ ในการเกษตรกรรมได้ ไม่มีการควบคุมที่ถูกต้องตามหลักวิชาการเสียก่อน เพื่อศึกษาผลกระทบที่จะเกิดต่อพื้นที่ลุ่มน้ำ ซึ่งได้มีการนำมาใช้ประโยชน์ในการเกษตร อันจะเป็นแนวทางที่จะทำนายผลกระทบของรูปแบบการพัฒนา ที่มีผลต่อสภาพแวดล้อมในระยะยาว และเพื่อศึกษาหาวิธีการใช้ประโยชน์พื้นที่ดินซึ่งมีความอุดมสมบูรณ์ต่ำ ไม่เหมาะสมที่จะนำมาใช้ในทางการเกษตร ให้มีศักยภาพในการผลิตสูงขึ้น เพื่อตอบสนองต่อความต้องการ ใช้ประโยชน์ที่ดินที่ทวีขึ้นเรื่อย ๆ ซึ่งได้ดำเนินการศึกษาทั้งหมด ๔ หัวข้อได้แก่
๑. การศึกษา และทดสอบระบบการใช้ประโยชน์ที่ดินบนพื้นที่ลาดเท
๒. การศึกษาความยากง่าย ในการชะล้างพังทลายของดินชุดนี้
๓. การศึกษาระบบการปลูกพืช เพื่อการอนุรักษ์ในพื้นที่เกษตรน้ำฝน
๔. การศึกษาผลกระทบของการใช้ประโยชน์ที่ดินแบบต่าง ๆ ที่มีต่อสภาพอุทกวิทยาพื้นที่ลุ่มน้ำห้วยฮ่องไคร้

๔.๒ งานพืชผัก ได้แก่ ผักตระกูลกะหล่ำ ตระกูลแตง ตระกูลมะเขือ และเห็ดต่างๆ
๔.๓ งานพืชไร่ ได้แก่ ถั่วเหลือง ถั่วลิสง ถั่วพุ่ม ถั่วมะแฮะ ทานตะวันและข้าวโพดหวาน
