เมื่อวันที่ ๒ ตุลาคมพ.ศ. ๒๕๓๖ พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชทานพระราชดำริกับคณะกรรมการบริหารโครงการพัฒนาพื้นที่ลุ่มน้ำปากพนังฯ ณ พระตำหนักทักษิณราชนิเวศน์ จังหวัดนราธิวาส ความว่า “แม้ว่าประตูน้ำอันเดียวนี้จะไม่แก้ไขปัญหาทั้งหมดแต่จะต้องสร้างหรือทำโครงการต่อเนื่อง...แต่ถ้าหากว่าเป็นจุดเริ่มต้นของการแก้ปัญหาทั้งหลายซึ่งแต่ก่อนนี้การแก้ไขปัญหาต่างคนต่างทำต่างฝ่ายต่างทำ จุดเริ่มไม่มีตอนนี้ถ้าสร้างประตูน้ำเสร็จ... จากอันนี้จะทำอะไร ๆ ได้ทุกอย่างและแยกออกมาเป็นโครงการ”

เมื่อวันที่ ๒๗ ตุลาคม พ.ศ. ๒๕๔๓ พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชทานพระราชดำริแก่เลขาธิการมูลนิธิชัยพัฒนา เลขาธิการ กปร. และอธิบดีกรมชลประทาน ณ วังไกลกังวล อำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ สรุปความว่าให้บริหารจัดการน้ำโครงการพัฒนาพื้นที่ลุ่มน้ำปากพนังฯ ให้มีประสิทธิภาพ

เมื่อวันที่ ๑๖ พฤศจิกายน พ.ศ. ๒๕๔๕ พระบาทสมเด็จพระเจ้าอยู่หัวเสด็จพระราชดำเนินไปทอดพระเนตรโครงการปลูกป่าถาวรเฉลิมพระเกียรติฯ ของบริษัท ปตท. จำกัด (มหาชน) อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ ได้พระราชทานพระราชดำริ ความสรุปว่า ให้พิจารณาก่อสร้างอาคารบังคับน้ำเพื่อควบคุมระดับน้ำในพรุควนเคร็งให้อยู่ในระดับที่เหมาะสมเพื่อไม่ให้เกิดไฟไหม้พรุ
การดำเนินงานโครงการพัฒนาพื้นที่ลุ่มน้ำปากพนังอันเนื่องมาจากพระราชดำริ มีสำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (สำนักงาน กปร.) ทำหน้าที่เป็นแกนกลางในการประสานติดตามและสนับสนุนการดำเนินงานตามแผนงานร่วมกับหน่วยงานที่เกี่ยวข้อง โดยสามารถพัฒนาระบบชลประทานครอบคลุมพื้นที่ ๕๒๑,๐๐๐ ไร่ แบ่งเขตน้ำจืด-น้ำเค็ม โดยคันแบ่งเขตระยะทาง ๙๑.๕๐ กิโลเมตร บรรเทาน้ำท่วมป้องกันน้ำเค็ม และเก็บกักน้ำจืดเพื่อการเกษตร การอุปโภคบริโภค เพาะเลี้ยงสัตว์น้ำรวมทั้งพัฒนาส่งเสริมอาชีพประชาชนและติดตามสิ่งแวดล้อมในพื้นที่ควบคู่กันไปอย่างต่อเนื่อง

ความเป็นมา

ลุ่มน้ำปากพนังตั้งอยู่ทางตอนใต้ของจังหวัดนครศรีธรรมราช มีแหล่งต้นน้ำคือ ทิวเขานครศรีธรรมราช เกือบขนานกับชายฝั่งทะเล โดยมีลักษณะภูมิประเทศ ๓ แบบ คือ ตอนบนของลุ่มน้ำ เป็นที่ลาดชันมากตอนกลาง เป็น ที่ลุ่มต่ำท้องกระทะ มีสภาพเป็นป่าพรุกว้างใหญ่ ตอนล่าง เป็น ที่ราบลุ่มต่ำสู่ชายฝั่ง มีแม่น้ำปากพนังเป็นแม่น้ำสายหลัก ยาวประมาณ ๑๕๖ กิโลเมตรไหลผ่านกลางพื้นที่ ครอบคลุมพื้นที่ ๑๐ อำเภอ ของ จังหวัดนครศรีธรรมราช ได้แก่ อำเภอปากพนัง อำเภอชะอวด อำเภอร่อนพิบูลย์ อำเภอเชียรใหญ่ อำเภอหัวไทร อำเภอจุฬาภรณ์ อำเภอเฉลิมพระเกียรติ อำเภอพระพรหม อำเภอเมืองและอำเภอลานสกา ๒ อำเภอ ของ จังหวัดพัทลุง ได้แก่ อำเภอควนขนุน และอำเภอป่าพะยอม ๑ อำเภอ ของ จังหวัดสงขลา ได้แก่ อำเภอระโนดรวม ๗๖ ตำบล ๕๙๙ หมู่บ้าน ประชากร ๕๔๔,๙๑๘ คน พื้นที่ประมาณ ๓,๑๐๐ ตารางกิโลเมตรหรือประมาณ ๑,๙๓๗,๕๐๐ ไร่ ในจำนวนนี้มีพื้นที่นามากกว่า ๕๐๐,๐๐๐ ไร่
