วิทยานิพนธ์นี้มีวัตถุประสงค์ดังต่อไปนี้ 1) เพื่อศึกษาความคิดเห็นของประชาชนต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี จำแนกตามเพศ อายุ ระดับการศึกษา อาชีพ และรายได้ต่อเดือน ต่างกัน 3) เพื่อศึกษาข้อเสนอแนะเกี่ยวกับปัญหา และแนวทางแก้ไข ความคิดเห็นของประชาชนต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขต อำเภอเมือง จังหวัดชลบุรี เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม กลุ่มตัวอย่าง คือ ประชาชนที่อาศัยอยู่ในเขตองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี จำนวน 399 คน โดยวิธีการใช้สูตรการคำนวณขนาดกลุ่มตัวอย่างของทาโร่ ยามาเน่ (Taro Yamane) และวิธีการสุ่มแบบอย่างง่าย (Simple Random Sampling) ในการเก็บรวบรวมข้อมูล สถิติที่ใช้คือ ใช้สถิติบรรยาย ได้แก่ ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย ( ) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และสถิติอนุมานหรืออ้างอิง ได้แก่ การทดสอบค่าที (t-test) การทดสอบความแปรปรวนทางเดียว F-test (One-Way ANOVA) ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติจะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีการของ เชฟเฟ่ (Scheffé) โดยใช้การวิเคราะห์ข้อมูลและประมวลผลด้วยคอมพิวเตอร์
ผลการวิจัยพบว่า
1. ประชาชนมีความคิดเห็นต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี โดยรวมทั้ง 4 ด้าน อยู่ในระดับมาก เมื่อพิจารณาในแต่ละด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุดคือ ด้านการศึกษา อยู่ในระดับมากที่สุด รองลงมาคือ ด้านโครงสร้างพื้นฐาน อยู่ในระดับมาก และ ด้านเศรษฐกิจ อยู่ในระดับมาก ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุดคือ ด้านทรัพยากรธรรมชาติ อยู่ในระดับมากตามลำดับ
2. ผลการทดสอบสมมุติฐาน พบว่า ประชาชน มี เพศ อายุ ระดับการศึกษา อาชีพ และรายได้ต่อเดือน ต่างกัน มีความคิดเห็นต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี โดยรวมทั้ง 4 ด้าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
3. ประชาชนในเขตองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี มีความคิดเห็นต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่น ได้ให้ข้อเสนอแนะ และแนวทางแก้ไขปัญหาที่สำคัญ มีข้อเสนอแนะปัญหามากที่สุด คือ ด้านการศึกษา คือ ควรมีการแจกทุการศึกษาแก่เด็กและเยาวชนที่เรียนดี ฐานะยากจนให้จัดงบประมาณให้เพิ่มมากขึ้นเพราะเด็ก และเยาวชนยากจนจะได้มีโอกาสทางการศึกษามากขึ้น ควรจะให้มีการจัดโครงการทุนการศึกษาเด็กเรียนดีแต่ยากจน มีข้อเสนอแนะปัญหารองลงมา คือ ด้านทรัพยากรธรรมชาติ องค์กรปกครองส่วนท้องถิ่นควรจะให้มีการติดตั้งบ่อดักไขมัน และปรับปรุงท่อระบายน้ำตามตลาดสดโดยไม่ทำลาย ทรัพยากรธรรมชาติเพื่อประชาชน ในเขตอำเภอเมืองจังหวัดชลบุรี ให้มากขึ้น มีข้อเสนอแนะปัญหารองลงมาอันดับสาม คือ ด้านโครงสร้างพื้นฐาน การจัดเจ้าหน้าที่ดูแลเรื่องน้ำประปาไม่ไหล มีการแก้ไขเรื่องน้ำประปาได้ช้าในชุมชนทำให้มีปัญหาในการดำรงชีพและประกอบอาชีพเลี้ยงครอบครัวอย่างดี และมีข้อเสนอแนะปัญหาน้อยที่สุด คือ ด้านเศรษฐกิจ ให้มีการสนับสนุนให้มีการออกร้านจัดสินค้าในงานกาชาดไทยประจำจังหวัดชลบุรีเพราะจะทำให้เกิดความสามัคคีและมีรายได้มาพัฒนาท้องถิ่น ให้เศรษฐกิจดีขึ้น ควรจะจัดงานกาชาดไทยในทุกชุมชนขององค์กรปกครองท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี เป็นประจำ
4. สรุปผลจากการสัมภาษณ์ผู้บริหารระดับสูง ตามความคิดเห็นต่อนโยบายการให้บริการสาธารณะตามแผนพัฒนาสามปีขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดชลบุรี โดยทำการสัมภาษณ์ผู้บริหารทั้ง 5 ท่าน ใน 4 ด้าน แต่ละด้านพอสรุปได้ดังนี้
1. ด้านโครงสร้างพื้นฐาน สรุปไดว่าผู้ให้สัมภาษณ์มีความคิดเห็น สอดคล้องกันส่วนมาก คือนโยบายการพัฒนาหลักของท้องถิ่น คือ ถนน ไฟฟ้า ประปา ส่วนที่เพิ่มเติมจากการพัฒนาคือ มีเป้าหมายในการพัฒนาคือการคมนาคมสะดวก และการจราจรไม่ติดขัด จัดให้มีการปรับปรุงในการพัฒนาเกี่ยวกับท่อระบายน้ำ สะพาน และทางเท้า จัดให้มีนโยบายการพัฒนาเกี่ยวกับเสียงตามสาย ทางจักรยาน และทางเดินเท้า สร้างสะพานลอยคนเดินข้ามถนน และการใช้ที่ดินในการทำกิจกรรมเพื่อประชาชน จัดให้มีการส่งเสริม และเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินงาน เพื่อให้ทราบความต้องการของประชาชนในการพัฒนาด้านโครงสร้างพื้นฐานอย่างแท้จริง การพัฒนาด้านโครงสร้างพื้นฐานตามนโยบายสาธารณะเน้นให้มีประโยชน์สูงสุดแก่ประชาชนในทุกชุมชน
2. ด้านเศรษฐกิจ สรุปไดว่าผู้ให้สัมภาษณ์มีความคิดเห็น สอดคล้องกันส่วนมาก คือ ผู้บริหารเทศบาล จะเน้นการพัฒนาแหล่งท่องเที่ยวส่งเสริมอาชีพโดยยึดหลักเศรษฐกิจพอเพียง เพื่อความสุขที่ยั่งยืนของชุมชน มีการประชาสัมพันธ์การท่องเที่ยวให้เป็นที่รู้จักในระดับประเทศ ส่วนนโยบาย ผลักดันให้มีต
