หลักการเรื่องความสงบเรียบร้อยของประชาชน จำแนกเป็น

ก. ความสงบเรียบร้อยทางการเมือง ได้วางขึ้นเพื่อ

(๑) ปกปักรักษาความมั่นคงของรัฐ

(๒) ปกปักรักษาความมั่นคงของครอบครัว

(๓) ปกปักรักษาความมั่นคงของเอกชน

ข. ความสงบเรียบร้อยทางเศรษฐกิจ ได้วางขึ้นเพื่อ

(๑) ปกปักรักษาผลประโยชน์ทางเศรษฐกิจของสังคม

(๒) ปกปักรักษาผลประโยชน์ทางเศรษฐกิจของเอกชน
