ประการแรก แม้ชาวนาทั่วประเทศจะได้รับผลประโยชน์ส่วนเกิน เป็นมูลค่าสูงถึง 5.6 แสนล้านบาทจากโครงการรับจำนำข้าว แต่ประโยชน์ส่วนใหญ่ตกอยู่กับชาวนารายกลางและรายใหญ่ และโครงการนี้ก่อให้เกิดความเสียหายมหาศาลต่อสังคม โดยมีค่าใช้จ่ายรวมถึง 9.85 แสนล้านบาท และเงินที่ใช้ส่วนใหญ่เป็นเงินนอกงบประมาณที่กู้จากสถาบันการเงินของรัฐ โดยรัฐบาลไม่ต้องขออนุมัติจากรัฐสภา ขณะที่ผลดำเนินงานขาดทุนทางบัญชีสูงถึง 5.19 แสนล้านบาท หรือเกือบ 53% ของค่าใช้จ่าย

ทีดีอาร์ไอได้มีข้อเสนอแนะ 8 ข้อ คือ 1.แก้ไขรัฐธรรมนูญและกฎหมายงบประมาณรายจ่ายสำหรับโครงการประชานิยม 2.จัดทำบัญชีรวมโครงการช่วยเหลือเกษตรกรทุกโครงการ 3.การเปิดเผยข้อมูลโครงการประชานิยมทุกโครงการ 4.การจำกัดบทบาทรัฐในการแทรกแซงตลาด 5.การจัดทำรายงานอิสระเรื่องผลกระทบจากโครงการรับจำนำข้าว 6.เสนอให้มีการตราพระราชบัญญัติการประกันราคาพืชผลเกษตร 7.รัฐควรเร่งปรับปรุงระบบข้อมูล และวิธีการบริหารการจ่ายเงินชดเชย 8.แนวทางช่วยเหลือเกษตรกรที่มีประสิทธิภาพและยั่งยืน คือ การลดต้นทุนการผลิต และเพิ่มผลิตภาพการผลิต
