บทคัดย่อ
การศึกษาพฤติกรรมความปลอดภัยในการทำงานของคนงานและการประเมินความเสี่ยงด้านอาชีวอนามัยและความปลอดภัย กรณีศึกษา สถานประกอบการรับซื้อของเก่าแห่งหนึ่งในตำบลดู่น้อย อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ดมีวัตถุประสงค์เพื่อศึกษาพฤติกรรมความปลอดภัยในการทำงานและประเมินความเสี่ยงด้านอาชีวอนามัยและความปลอดภัย ประชากรที่ใช้ในการศึกษาครั้งนี้คือ คนงานจำนวน 32 คนและขั้นตอนการทำงานในร้านรับซื้อของเก่าแห่งหนึ่ง จำนวน 4 ขั้นตอน ดำเนินการวิจัยโดยใช้แบบสอบถามเพื่อเป็นเครื่องมือรวบรวมข้อมูลพฤติกรรมความปลดภัยในการทำงานของคนงาน สถิติที่ใช้ได้แก่ จำนวน,ร้อยละและบงชี้อันตรายด้วยวี Check List ในสภาพแวดล้อมทั่วไปและขั้นตอนการทำงาน เพื่อประเมินความเสี่ยงตามแบบฟอร์มของกระทรวงสาธารณสุข พบว่า พฤติกรรมความปลอดภัยของคนงานอยู่ในระดับปานกลาง พฤติกรรมความปลอดภัยที่มีการปฏิบัติทุกครั้งมากที่สุดคือ คนงานแต่งการด้วยเสื้อผ้ารัดกุมก่อนปฏิบัติงาน ร้อยละ100 และพฤติกรรมความปลอดภัยที่ไม่เคยปฏิบัติเลยมากที่สุด คือ คนงานไม่สวมอุปกรณ์ป้องกันขณะทำงาน คิดเป็นร้อยละ40.6 พฤติกรรมที่ไม่ควรปฏิบัติเลยในการทำงาน แต่ยังพบว่าคนงานมีการปฏิบัติเป็นบางครั้ง ได้แก่การสูบบุหรี่ระหว่างปฏิบัติงาน ปฏิบัติงานในขณะที่เจ็บป่วย ส่วนการประเมินความเสี่ยงด้านอาชีวอนามัยและความปลอดภัย พบประเด็นที่เป็นความเสี่ยงปานกลางได้แก่สถานที่ทำงานมีฝุ่นฟุ้งกระจายทั่วไปในพื้นที่ปฏิบัติงาน มีอาหารวางในพื้นที่ปฏิบัติงาน ไม่มีป้ายบอกประเภทขยะ การติดตั้งถังดับเพลิงไม่ถูกต้อง เครื่องจักรไม่มีเครื่องป้องกัน(Guard) และไม่มีเส้นทางเคลื่อนย้ายของเก่าที่เหมาสม
จากการวิจัยครั้งนี้มีข้อเสนอแนะ ประกอบด้วย 2 ประเด็นหลัก ดังนี้ ในส่วนของพฤติกรรมความปลอดภัยเจ้าของสถานประกอบการควรออกกฎระเบียบเรื่องการสวมใส่อุปกรณ์ป้องกันอันตรายส่วนบุคคล จัดให้มีกิจกรรมอบอุ่นร่างกายก่อนปฏิบัติงาน รวมทั้งจัดบริเวณรับประทานอาหารแยกจากพื้นที่การทำงาน และในส่วนการประเมินความเสี่ยง เจ้าของสถานประกอบการควรจัดสภาพแวดล้อมในการทำงานให้อยู่ในสภาพที่ปลอดภัย และควรจัดทำแผนบริหารความเสี่ยงเพื่อลดและควบคุมความเสี่ยงที่อาจเกิดจากการประกอบกิจการ ทั้งนี้หน่วยงานที่เกี่ยวข้องควรกำหนดมาตรการด้านกฎหมาย/ข้อบัญญัติที่เชื่อมโยงกับคำแนะนำของคณะกรรมการสาธารณสุขตามพระราชบัญญัติการสาธารณสุข พ.ศ.2535 เพื่อควบคุมสถานประกอบกิจการให้ปฏิบัติตามกฎหมายเพื่อความปลอดภัยในการทำงานของคนงานในร้านรับซื้อของเก่าต่อไป
