ชุดนักศึกษาหรือยูนิฟอร์มจัดอยู่ในระเบียบของแต่ละสถาบันที่กำหนดตั้งขึ้นตามนโยบายของรัฐในแต่ละระดับให้เป็นไปตามมาตรฐาน ซึ่งชุดนักศึกษานั้นเป็นเสมือนสัญลักษณ์ของแต่ละสถาบัน เป็นการสร้างวินัย มีความรับผิดชอบ ทำให้รู้สึกถึงความปลอดภัย เป็นสิ่งที่ดีงาม น่าภาคภูมิใจ แสดงถึงความรู้ สติปัญญา แต่ในปัจจุบันจะเห็นได้ว่าการแต่งกายของนักศึกษาในระดับอุดมศึกษา โดยเฉพาะมหาวิทยาลัยราชภัฏทั้งในกรุงเทพ และต่างจังหวัด อยู่ในเกณฑ์ที่ค่อนข้างน่าเป็นห่วง นิสิต นักศึกษาทั่วประเทศมักจะแต่งกายล่อแหลม โป๊ ไม่เหมาะสม นักศึกษาหญิงนิยมใส่เสื้อผ้ารัดรูป ปล่อยชายเสื้อออกมานอกกระโปรง นุ่งกระโปรงสั้น และมักสวมรองเท้าแตะ หรือรองเท้าแฟชั่น รวมทั้งผมที่มักจะผิดระเบียบอยู่เป็นประจำ เช่น ปล่อยผมยาวสยาย ทำสีผม หรือทำผมตามกระแสแฟชั่นตามดาราทั้งในและต่างประเทศที่กำลังนิยมในปัจจุบัน ส่วนนักศึกษาชาย นิยมสวมรองเท้าแตะ ปล่อยชายเสื้อ เป็นต้น เพราะเข้าใจเป็นสิ่งที่ทำให้ตนเองดูดี มีรสนิยม
ปัญหาการแต่งกายที่ไม่เหมาะสมของนักศึกษา ระดับอุดมศึกษา จากบทความเปลื้องนักศึกษาของศูนย์วิจัยมหาวิทยาลัยกรุงเทพ (2550)กล่าวไว้ว่า กระทรวงวัฒนธรรม (สมัยคุณหญิงไขศรี ศรีอรุณ รัฐมนตรีว่าการกระทรวงวัฒนธรรม)ร่วมกับกระทรวงศึกษาธิการ (สมัยรศ.ดร.วรากรณ์ สามโกเศศ เป็นรัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ)
สถาบันอุดมศึกษาทั่วประเทศ จำนวน 30 แห่ง ร่วมกันกำหนด “วาระแห่งชาติ”ว่าด้วยการจัดระเบียบการแต่งกายของนักศึกษา ซึ่งช่วงนั้นก็เกิดกระแสต่อต้านในมุมมองของสิทธิมนุษยชน ยกตัวอย่างเช่น จากการเผยแพร่วารสารสื่อสังวาสเรื่อง “การใช้อำนาจควบคุมเด็กคือวาระแห่งชาติ”ของหทัยรัตน์ สุดา (2550) จากบทความเรื่อง การแต่งกายของนักศึกษากับอำนาจของ บัณฑิต ไกรวิจิตร (2550) และ บทความเรื่อง สิทธิมนษุยชน....กับการแต่งกายของนิสิตนักศึกษาของใบไม้สีชมพู(2552) ทำให้การรณรงค์นั้นยังไม่ประสบผลเท่าที่ควร ซึ่งทำให้กลายเป็นประเด็นที่ว่าชุดนักศึกษาเป็นปัญหาหรือไม่ จากบทความของอาจารย์ภาควิชาสังคมวิทยา คณะสังคมศาสตร์ มหาวิทยาลัยศรีนครินทรวิโรฒ โดยอาจารย์ชลวิทย์ เจียรจิตต์ (2552) แต่อย่างไรก็ตามยังมีหน่วยงานที่เกี่ยวข้องรวมถึงสถาบันการศึกษาหลายแห่ง ร่วมกันระดมความคิดเห็นเพื่อหาแนวทางในการแก้ไขปัญหาที่เกิดขึ้นยกตัวอย่างเช่มหาวิทยาลัยจุฬาลงกรณ์ (2552) ได้กล่าวถึงโครงการ “อีกนิด เพื่อจุฬา” (A bit more Project) ที่เป็นโครงการรณรงค์ในเรื่องการแต่งกายชุดนักศึกษาที่ถูกระเบียบผ่านสื่อประชาสัมพันธ์ในรูปแบบต่างๆ ที่เพิ่งจะเริ่มต้นเมื่อเดือนสิงหาคมที่ผ่านมา และจากบทความของรวมคลังความรู้และการแลกเปลี่ยนเรียนรู้ของบุคลากรมหาวิทยาลัยศรีปทุมโดยPermalink (2551) พบว่าปัญหาที่เกิดขึ้นในกลุ่มของเยาวชนดังกล่าว คือ เยาวชนไทยขาดการปลูกฝังในด้าน คุณธรรม จริยธรรม อย่างยั่งยืน อาจจะมีอยู่บ้างแต่ ไม่เกิดผลที่ถาวร ในขณะที่สังคมไทยต้องการเห็นภาพการพัฒนาเยาวชนไทยไปสู่การเป็นบัณฑิตที่มีคุณภาพ มีความสมบูรณ์ ทั้งร่างกายและจิตใจ มีสติ ปัญญา มีความรู้และคุณธรรม มีจริยธรรมและวัฒนธรรม ในการดำรงชีวิต สามารถอยู่ร่วมกับ ผู้อื่นได้ อย่างมีความสุข
ผลสำรวจเกี่ยวกับปัญหาพฤติกรรมการแต่งกายของนักศึกษา (ศูนย์วิจัยมหาวิทยาลัยกรุงเทพ : 2550) พบว่า การแต่งกายของนักศึกษานักศึกษาในปัจจุบันเป็นปัญหาที่ค่อนข้างน่าเป็นห่วง และควรได้รับการแก้ไขอย่างเร่งด่วน รวมทั้งยังได้กล่าวถึงการแต่งกายที่ไม่เหมาะสม จะก่อให้เกิดปัญหาอาชญากรรม อาทิ การล่วงละเมิดทางเพศ การข่มขืน ปัญหาจี้ ปล้น วิ่งราวทรัพย์ รวมถึงทำให้เสื่อมเสียชื่อเสียงของสถาบันและของตนเอง ไปจนถึงขัดกับวัฒนธรรมอันดีงามของไทย
