​เมื่อเวลา 09.00 น. วันที่ 4 ก.พ. 2514 ที่ห้องประชุมทัพยา สำนักการสาธารณะสุข ฝ่ายส่งเสริมสุขภาพ นางกานดา นาวงพักพยาบาลวิชาชีพ เจ้าของโครงการโครงการส่งสริมคุณภาพผู้สูงอายุเมืองพัทยา จะมีการจัดเป็นประจำทุกเดือนซึ่งสมาชิกเดิมทั้งหมดในชมรมตั้งแต่ริเริ่มโครงการ มีสมาชิกรวมทั้งสิ้น 800 คน และในวันนี้มีสมาชิกมาเข้าร่วมทำกิจกรรมประมาณ 400 กว่าคน ซึ่งในแต่ละเดือนจะมีสมาชิคมาลงทะเบียนเพื่อเข้าเป็นสมาชิคชมรมเพิ่มมากขึ้นเรื่อยเพราะมีการเปิดรับสมัคร ไปตลอดจนกว่าจะปิดโครงการ โดยผู้ที่มีคุณสมบัติและสนใจจะเข้ามาเป็นสมาชิคของชมรม ต้องมีอายุ 55 ปีขึ้นไป ทะเบียนบ้านอยู่ในเขตเมืองพัทยา เอกสารที่จะต้องเตรียมมาด้วย สำเนาทะเบียนบ้าน 2 ชุด บัตรประชาชน 2 ชุด รูปถ่าย 1 นิ้ว 3 รูป ​ทั้งนี้ เพื่อให้ผู้สูงอายุได้ทำกิจกรรมร่วมกัน อาทิ สวดมนต์ไหว้พระ ทำสมาธิ ออกกำลังกาย และการกล่าวต้อนรับสมาชิกใหม่พร้อมอวยพรวันเกิดสมาชิกชมรม พร้อมทั้งมีกิจกรรมบันเทิงต่างๆเพื่อให้ผุ้สูงอายุ ได้ ผ่อนคลายความเครียด หรือเรียกอีกอย่างว่าหัวเราะบำบัด การแลกปลื่ยนความรู้เพื่อให้ผู้สูงอายุได้พูดคุยกัน ให้รู้สึกว่าตัวเองนั้นไม่ได้อยู่อย่างโดดเดี่ยว หรือคิดว่าตัวเองนั้นถูกทางสังคมทอดทิ้ง ส่งผลให้สภาพจิตใจดีและสภาวะทางสังคมกว้างขวางมากยิ่งขี้น ซึ่งการสวดมนต์ไหว้พระนั้น เพื่อเป็นการฝึก จิตใจให้สงบร่มเย็น การออกกำลังกาย นั้นมีผลทำให้ร่างกาย แข็งแรง ต่อต้านโรคภัยไข้เจ็บ และในวันนี้มีกิจกรรมเสริมพิเศษในการให้ความรู้ในด้านกฎหมายแก่ผู้สูงอายุ ซี่งได้รับเกียรติจากนายปกรณ์ สุคนธชาติ ปลัดเมืองพัทยา เป็นวิทยากรให้ความรู้เรื่องกฎหมายที่ผู้สูงอายุควรรู้ เพื่อเสริมสร้างความรู้ให้กับผู้สูงอายุ นั้นได้นำไปปรับใช้กับชีวิตจิง ให้ก้าวทันโลกของปัจจุบัน
