สำนักงานพัฒนาการท่องเที่ยว (2551) ได้ตระหนักถึงสิทธิในการเข้าถึงการท่องเที่ยวของนักท่องเที่ยวกลุ่มคนพิการและผู้สูงอายุ
จึงได้จัดทำโครงการพัฒนาการท่องเที่ยวที่ปราศจากอุปสรรคสำหรับคนทั้งมวล
เพื่อสร้างความตระหนักถึงความสำคัญของกลุ่มนักท่องเที่ยวคนพิการและผู้สูงอายุแก่ผู้ประกอบการในอุตสาหกรรมการท่องเที่ยว
และส่งเสริมและสนับสนุนให้มีวางแผนปรับปรุงสภาพแวดล้อม สิ่งอำนวยความสะดวก และ การให้บริการที่เหมาะสมแก่คนพิการและผู้สูงอายุ
เพื่อดึงดูดให้นักท่องเที่ยวกลุ่มคนพิการและผู้สูงอายุเดินทางให้เข้ามาท่องเที่ยวในประเทศไทย
รวมทั้งเป็นการสนับสนุน การยกระดับคุณภาพชีวิตของคนพิการและผู้สูงอายุ
ตามที่ระบุไว้ในรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 (มาตรา 55)
และได้มีการออกกฎกระทรวงกำหนดสิ่งอำนวยความสะดวกในอาคารสำหรับผู้พิการหรือทุพพลภาพและคนชรา พ.ศ. 2548
ซึ่งสะท้อนให้เข้าใจได้ว่าประเทศไทยได้ให้ความสำคัญในการจัดสิ่งอำนวยความสะดวกให้ผู้สูงอายุและคนพิการสามารถเข้าถึงบริการและสถานที่ต่างๆได้อย่างสะดวกและปลอดภัย
