แต่เดิมแนวคิดในการจัดการเรียนการสอนเป็นการยึดผู้สอนเป็นศูนย์กลาง (Techer-centered) โดยผู้สอนเป็นผู้กำหนดเนื้อหาและวิธีการเรียนการสอนเอง ซึ่งส่วนใหญ่ก็เป็นเพียงการบรรยายหน้าชั้นเรียนเท่านั้น ต่อมานักการศึกษาเชื่อว่าแนวคิดดังกล่าวไม่ได้เอื้อต่อเกิดการพัฒนาผู้เรียนอย่างแท้จริง เพราะไม่ใช่วิธีการที่ตอบสนองต่อความต้องการหรือลักษณะของผู้เรียน การศึกษาควรให้ความสำคัญกับ “การเรียน” มากกว่า “การสอน”

แนวคิดของการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ (Learner-centered, Student-centred หรือ Child-centered) จึงเป็นการปฏิรูปการศึกษาที่เปลี่ยนมายึดผู้เรียนเป็นศูนย์กลาง โดยมีหลักการว่า กระบวนการจัดการเรียนการสอนต้องเน้นให้ผู้เรียนสามารถแสวงหาความรู้ และพัฒนาความรู้ได้ตามธรรมชาติและเต็มตามศักยภาพของตนเอง รวมทั้งสนับสนุนให้มีการฝึกและปฏิบัติในสภาพจริงของการทำงาน มีการเชื่อมโยงสิ่งที่เรียนกับสังคมและการประยุกต์ใช้ มีการจัดกิจกรรมและกระบวนการให้ผู้เรียนได้คิดวิเคราะห์ สังเคราะห์ ประเมินและสร้างสรรค์สิ่งต่างๆ โดยไม่เน้นไปที่การท่องจำเพียงเนื้อหา
