การเตรียมพร้อมด้านการศึกษาของไทย เพื่อก้าวสู่ประชาคมอาเซียน

นายชินวรณ์ บุณยเกียรติ อดีตรัฐมนตรีว่าการกระทรวงศึกษาธิการ เคยบรรยาย พิเศษเรื่อง "การเตรียมพร้อมด้านการศึกษาของไทย เพื่อก้าวสู่ประชาคมอาเซียน ปี พ.ศ. ๒๕๕๘" ไว้ว่า ประเทศไทยเป็นผู้นำในการก่อตั้งสมาคมอาเซียน มีศักยภาพในการเป็นแกนนำในการสร้างประชาคมอาเซียนให้เข้มแข็ง ภายใต้ยุทธศาสตร์วิสัยทัศน์เดียว เอกลักษณ์เดียว และประชาคมเดียว เพื่อความเจริญมั่นคงของประชากร ทรัพยากร และเศรษฐกิจ

ภายใต้การก่อตั้งนี้จะต้องยึดหลักสำคัญ คือ ประชาคมการเมืองและความมั่นคงของอาเซียน ประชาคม เศรษฐกิจอาเซียน ประชาคมสังคมและวัฒนธรรมของอาเซียน การศึกษานั้นจัดอยู่ในประชาคมสังคมและวัฒนธรรม ซึ่งจะมีบทบาทสำคัญที่จะส่งเสริมให้ประชาคมด้านอื่นๆมีความเข้มแข็ง เนื่องจากการศึกษาเป็นรากฐานของการพัฒนาในทุกๆ ด้าน

การเตรียมความพร้อมของการศึกษาไทย มีจุดมุ่งหมาย ดังนี้

๑. การสร้างประชาคมอาเซียนด้วยการศึกษา ให้ประเทศไทยเป็น Education Hub มี การเตรียมความพร้อมในด้านกรอบความคิด คือ แผนการศึกษาแห่งชาติ ที่จะมุ่งสร้างความตระหนักรู้ของคนไทยในการจัดการศึกษาเพื่อสร้างคนไทยให้ เป็นคนของประชาคมอาเซียน พัฒนาสมรรถนะให้พร้อมจะอยู่ร่วมกันและส่งเสริมความร่วมมือระหว่างประเทศด้าน การศึกษา โดยให้มีการร่วมมือกันใน ๓ ด้านคือ ด้านพัฒนาคุณภาพการศึกษา การขยายโอกาสทางการศึกษา ส่งเสริมการมีส่วนร่วมในการบริการและจัดการศึกษา

๒. ขับเคลื่อนประชาคมอาเซียนด้วยการศึกษาด้วยการสร้างความเข้าใจในเรื่องเกี่ยวกับเพื่อนบ้านในกลุ่มประเทศอาเซียน ความแตกต่างทางด้านชาติพันธุ์ หลักสิทธิมนุษยชน การส่งเสริมการเรียนการสอนภาษาต่างประเทศเพื่อพัฒนาการติดต่อสื่อสารระหว่าง กันในประชาคมอาเซียน มีการเพิ่มครูที่จบการศึกษาด้านภาษาอังกฤษเข้าไปในทุกระดับชั้นการศึกษา เพื่อให้นักเรียนไทยสามารถสื่อสารภาษาอังกฤษได้อย่างสร้างสรรค์ นอกจากนี้ยังมีการร่วมมือกับภาคเอกชนในการรับอาสาสมัครเข้ามาสอนภาษาต่าง ประเทศ รวมถึงวัฒนธรรมของประเทศต่างๆเพื่อการอยู่ร่วมกันด้วยความเข้าใจกันของ ประเทศในประชาคม

ส่วนด้านเทคโนโลยีเพื่อการศึกษานั้น จะพัฒนาตามหลัก 3Nได้แก่ Ned Netโครงข่ายเทคโนโลยีสารสนเทศ NEISศูนย์กลางรวบรวม จัดเก็บ และเชื่อมโยงข้อมูลสารสนเทศด้านการศึกษา NLCศูนย์ เรียนรู้แห่งชาติ เพื่อให้ผู้เรียนได้มีการเรียนรู้ด้วยตนเองตลอดเวลา มีการพัฒนาผู้เรียนสู่การเป็นพลเมืองอาเซียน การอยู่ร่วมกันอย่างสันติสุข ความเอื้ออาทร โดยใช้การศึกษาเป็นกลไกในการสร้างวัฒนธรรมใหม่ นักศึกษาที่จบจากอาชีวศึกษาจะต้องเป็นแรงงานที่มีคุณภาพ มีทักษะการทำงานร่วมกันในประชาคมอาเซียน

นอกจากนี้ ยังต้องส่งเสริมให้ประเทศไทยเป็นศูนย์กลางด้านอาเซียนศึกษา เป็นศูนย์การเรียนรู้ด้านศาสนาและวัฒนธรรม เพื่อพัฒนาไปสู่ประชาคมอาเซียนและสากลต่อไป

“สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (Association of Southeast Asian Nations)”
เตรียมความพร้อม นศ. ไทยสู่การเป็นบัณฑิตในฐานะสมาชิกอาเซียน
เชื่อว่า “วันนี้” เด็กไทยหลายต่อหลายคนยังคงกังวลว่า เมื่อเรียนจบแล้วเก้าอี้งานของตนเองนั้นจะลดลงหรือไม่หลังจากที่มีการเปิดเสรีอาเซียนขึ้น น้องๆ หลายคนเตรียมพร้อมที่จะปรับตัว เรียนรู้ และพัฒนาตนเองให้มีคุณสมบัติที่เหมาะสมทัดเทียมกับการเป็นสมาชิกอาเซียนในอนาคตหรือยัง โดยเฉพาะนักศึกษาชั้นปีที่หนึ่งในปีการศึกษา 2555 นี้ ในอีก 3 ปีข้างหน้า ปี 2558 จะต้องเตรียมพร้อมและพัฒนาศักยภาพของตนเองในด้านใดเพิ่มขึ้นบ้าง เพื่อให้สามารถดำรงอยู่และประกอบอาชีพที่ต้องการได้
ก่อนอื่นเรามาทำความรู้จักกับ “อาเซียน” กันก่อนว่าสิ่งนี้คืออะไร มีที่มาที่ไปและจะดำเนินไปในทิศทางใด รวมถึงมาฟังคำแนะนำดีๆ ในการเตรียมความพร้อมสู่ประชาคมอาเซียน ในปี 2558 ไปพร้อมๆ กัน

มารู้จัก “อาเซียน” กันเถอะ
อาเซียน มีชื่อเต็มว่า สมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (Association of Southeast Asian Nations) ประกอบด้วยประเทศสมาชิก 10 ประเทศ ได้แก่ 1) บรูไนดารุสซาลาม 2) ราชอาณาจักรกัมพูชา 3) สาธารณรัฐอินโดนีเซีย 4) สาธารณรัฐประชาธิปไตยประชาชนลาว 5) มาเลเซีย 6) สาธารณรัฐแห่งสหภาพเมียน-มาร์ 7) สาธารณรัฐฟิลิปปินส์ 8) สาธารณรัฐสิงคโปร์ 9) ราชอาณาจักรไทย และ 10) สาธารณรัฐสังคมนิยมเวียดนาม โดยการจัดตั้งขึ้นเพื่อช่วยเหลือสมาชิกทั้ง 10 ประเทศ ให้สามารถทำงานร่วมกัน และช่วยเหลือซึ่งกันและกัน เพื่อให้อาเซียนของเรามีความร่วมมือระหว่างกันในด้านเศรษฐกิจ สังคม วัฒนธรรม วิทยาศาสตร์ การเกษตร อุตสาหกรรม การคมนาคม รวมทั้งการช่วยเหลือให้ประชาชนมีรายได้เพิ่มมากขึ้น มีชีวิตความเป็นอยู่ที่ดี เพื่อสร้างความเจริญรุ่งเรืองให้กับอาเซียนของเรา ปัจจุบันนี้ อาเซียนมีประชากรจำนวน 500 กว่าล้านคนด้วยพื้นที่กว้างใหญ่ถึง 4.5 ล้านตารางกิโลเมตร ซึ่งผู้คนจำนวนมากมายเหล่านี้ เมื่อมารวมตัวกันเป็นครอบครัวใหญ่ ย่อมทำให้อาเซียนมีแหล่งท่องเที่ยวทรัพยากรธรรมชาติ และวัตถุดิบที่มีมูลค่ามหาศาล เป็นที่ต้องการของประเทศต่างๆ ตรงนี้จะทำให้อาเซียนมีความได้เปรียบ และสามารถค้าขายสินค้าแข่งกับประเทศต่างๆ ทั้งในทวีปยุโรปและอเมริกาได้
ประชาคมอาเซียนถูกพูดถึงมากว่า 40 ปีแล้ว โดยเกิดขึ้นจากความพยายามของ 5 ประเทศ ได้แก่ 1) สาธารณรัฐอินโดนีเซีย 2) มาเลเซีย 3) สาธารณรัฐฟิลิปปินส์ 4) สาธารณรัฐสิงคโปร์ และ 5) ราชอาณาจักรไทย ที่ต้องการให้อาเซียนเป็นดินแดนแห่งสันติภาพ มีความร่วมมือกันในการพัฒนาด้านเศรษฐกิจ สังคม วัฒนธรรม วิชาการ วิทยาศาสตร์ การเกษตรและอุตสาหกรรม โดยได้มีการลงนามในข้อตกลงร่วมกัน เรียกว่า ปฏิญญากรุงเทพฯ ที่วังสราญรมย์ เมื่อวันที่ 8 สิงหาคม 2510
ปัจจุบัน ประเทศสมาชิกได้ขยายความร่วมมือกันอย่างแข็งขันในทุกด้าน มีการเร่งรัดกระบวนการรวมตัวเป็นประชาคมอาเซียนให้แล้วเสร็จในปี 2558 และกำลังร่างกฎบัตรอาเซียนเพื่อเป็นแนวทางของอาเซียน ในการรับมือกับสิ่งท้าทายและสถานการณ์ระหว่างประเทศที่เปลี่ยนแปลงไป
