นายเล เลือง มินห์ เลขาธิการอาเซียน เกิดเมื่อวันที่ 1 กันยายน ปี ค.ศ. 1952 ถือเป็นชาวเวียดนามคนแรกที่ได้รับตำแหน่งเลขาธิการอาเซียน นายมินห์เคยดำรงตำแหน่งผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศเวียดนาม และได้รับเสนอชื่อจากรัฐบาลขึ้นดำรงตำแหน่งเลขาธิการอาเซียนระหว่างปี พ.ศ. 2556- 2560

ก่อนได้รับแต่งตั้งในตำแหน่งเลขาธิการอาเซียน นายมินห์ได้รับราชการในกระทรวงการต่างประเทศเวียดนามมาเป็นระยะเวลายาวนานตั้งแต่ปี 1975 และได้เติบโตในเส้นทางราชการในตำแหน่งรองอธิบดีกรมองค์การระหว่างประเทศในปี 1993 จากนั้น นายมินห์ได้ดำรงตำแหน่งเอกอัครราชทูตผู้แทนถาวรประจำองค์การสหประชาชาติ ณ กรุงเจนีวา และเมื่อครบวาระได้รับแต่งตั้งเป็นผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ
