ในปี พ.ศ. 2513 ป่าไม้จังหวัดชัยภูมิ ได้พิจารณาเห็นว่าน้ำตกตาดโตน ซึ่งอยู่ในป่าสงวนแห่งชาติภูแลนคา ท้องที่ตำบลนาฝาย อำเภอเมือง จังหวัดชัยภูมิเป็นน้ำตกที่สวยงามแห่งหนึ่งในภาคตะวันออกเฉียงเหนือ ประกอบด้วยลานหินกว้างและมีน้ำไหลตลอดปี เหมาะสมที่จะจัดเป็นวนอุทยานขึ้น จึงได้เสนอให้กรมป่าไม้พิจารณาดำเนินการ ซึ่งกรมป่าไม้มีมติเห็นชอบตามที่จังหวัดเสนอให้จัดตั้ง “วนอุทยานน้ำตกตาดโตน” ขึ้น เปิดดำเนินการอย่างเป็นทางการ เมื่อวันที่ 28 พฤษภาคม พ.ศ.2518 โดยอยู่ในความควบคุมดูแลของสำนักงานป่าไม้จังหวัดชัยภูมิ ในระหว่างการดำเนินการ กองอุทยานแห่งชาติ กรมป่าไม้ได้พิจารณาเห็นว่า เพื่อให้การจัดวนอุทยานแห่งนี้ เป็นไปตามหลักวิชาการ และเพื่อรักษาสภาพธรรมชาติอันสวยงามแห่งนี้ไว้ ควรสำรวจและปรับปรุงยกฐานะวนอุทยานน้ำตกตาดโตน จัดตั้งเป็นอุทยานแห่งชาติ จึงมีคำสั่งกรมป่าไม้ที่ 655/2518 ลงวันที่ 19 พฤษภาคม พ.ศ.2518 ให้นายไกรลาศ เทพสัมฤทธิ์พร นักวิชาการป่าไม้ 4 หัวหน้าวนอุทยานน้ำตกตาดโตน ดำเนินการสำรวจหาข้อมูลเพิ่มเติม พบว่าวนอุทยานน้ำตกตาดโตน มีสภาพป่าอุดมสมบูรณ์ มีน้ำตกที่สวยงามหลายแห่ง เหมาะสมจัดตั้งเป็นอุทยานแห่งชาติ ตามหนังสือวนอุทยานน้ำตกตาดโตน ที่กส.0808(ตน.)/28 ลงวันที่ 28 พฤษภาคม พ.ศ.2519 กองอุทยานแห่งชาติ กรมป่าไม้ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ มีมติในคราวการประชุมครั้งที่ 2/2519 เมื่อวันที่ 17 สิงหาคม พ.ศ.2519 เห็นชอบให้ยกฐานะวนอุทยานน้ำตกตาดโตนเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าภูแลนคา ในท้องที่ตำบลท่าหินโงม ตำบลห้วยต้อน ตำบลนาฝาย และตำบลนาเสียว อำเภอเมือง จังหวัดชัยภูมิ ให้เป็นอุทยานแห่งชาติในปี พ.ศ.2523 ซึ่งประกาศไว้ในราชกิจจานุเบกษาเล่ม 97 ตอนที่ 208 ลงวันที่ 31 ธันวาคม พ.ศ.2523 นับเป็นอุทยานแห่งชาติ แห่งที่ 23 ของประเทศ
