ผู้ก่อตั้งยุคแรก คือ จีนโคว้ ฮักหงี เป็นโรงสีแห่งแรกในภาคใต้สมัย รัชกาลที่ 5 และรัชกาลที่ 5 ได้เสด็จมาทรงเป็นประธานในพิธีเปิดกิจการโรงสี เมื่อ พ.ศ. 2447 เนื่องจากจีนโคว้ฮักหงี ได้กู้เงินจากพระคลังข้างที่ ( ปัจจุบันคือ สำนักทรัพย์สินส่วนพระมหากษัตริย์) ทำสัญญากัน 25 ปี จดทะเบียนชื่อว่า “ โรงสีเตาเส็ง” มีน้องและหลานมาช่วยงานหลายคนเช่น โคว้ เป็งจือ ต่อมาได้บรรดาศักดิ์ เป็น ขุนนครกิจจีนนิเทศ (ต้นสกุลโรจนกิจ) อีกคนหนึ่งคือ โคว้เซี่ยงงี้(ต้นสกุลศิริธรรมวัฒน์) เป็นบุตรชายคนโตของโคว้ฮักหงี คนที่สามชื่อ โคว้ เสี่ยง ห่าว (ต้นสกุล สุชาโต) เป็นน้องชายของ โคว้เซี่ยงงี่ คนที่ 4 ชื่อ โคว้ เซี่ยงหยู ( ต้นสกุล โฆษิตสกุล) เป็นน้องโคว้เสี่ยงห่าว

ยุคที่ 3 พ.ศ. 2478 นางกอบกาญจน์ ชัยสวัสดิ์ ชาวเมืองกาญจนดิษฐ์ ได้มาหาซื้อหม้อน้ำเครื่องจักรไอน้ำ และสนใจโรงสี จึงเจรจาขอซื้อจากธนาคารสยามกัมมาจล ธนาคารให้ในราคาถูกเพียง 5,000 บาท(ชาวปากพนังไม่มีใครทราบเรื่องนี้ ) ซึ่งถือว่าราคาถูกมาก นางกอบกาญจน์ ได้ฟื้นกิจการโรงสีขึ้นมาอีกครั้งโดยจดทะเบียนตั้งชื่อใหม่ว่า “ โรงสีกอบกาญจน์” คนปากพนังเรียกว่าโรงสีแม่ครู เนื่องจากนางกอบกาญจน์ รับราชการเป็นครูด้วย และเป็นที่รักของคนละแวกนั้น ในระยะนี้มีนายกิ้มซุ่น เป็นหลงจู๊ การบริหารเป็นไปด้วยดี มีกำไร ประกอบกับเครื่องจักรมีกำลังสูงจึงเปิดกิจการโรงน้ำแข็งควบคู่กันไปด้วย ( ปัจจุบันยังมีร่องรอยห้องที่ผลิตน้ำแข็งให้เห็น) ต่อมาได้ดำเนินกิจการเรือยนต์โดยสาร ชื่อ เรือท่าทอง ด้วย มีเรือท่าทอง 2 และท่าทอง3 ( เรือท่าทอง 1 อยู่ที่กาญจนดิษฐ์ บ้านเดิมของนางกอบกาญจน์)
ครั้นสมัยสงครามโลกครั้งที่ 2 โรงสีทุกโรงต้องอยู่ภายใต้การควบคุมของบริษัทข้าวไทย ปักษ์ใต้ ซึ่งรัฐบาลเป็นหุ้นส่วน ข้าวสารที่สีได้ในลุ่มน้ำปากพนังทั้งหมดต้องขายให้บริษัทข้าวไทยปักษ์ใต้แห่งเดียว พ.ศ. 2489 บริษัทข้าวไทยหยุดกิจการ โรงสีกอบกาญจน์ จึงหยุดไปด้วย
ยุคที่ 4 พ.ศ. 2491 หลังสงครามโลกครั้งที่ 2 สหกรณ์จังหวัดสุราษฏร์ธานีมาเช่าดำเนินกิจการต่อ ในชื่อเดิม ในระยะนี้โรงสี 8 รุ่งเรืองมากเพราะมีทุนรับซื้อไม่จำกัด แม้ประกาศห้ามซื้อขายข้ามเขตสมัยสงครามโลกยังมีอยู่ แต่สหกรณ์ที่ดำเนินการอยู่ในรูปกึ่งรัฐกึ่งเอกชน จึงได้รับสิทธิพิเศษ ขายข้าวข้ามเขตได้ ในขณะที่โรงสีอื่นทำไม่ได้
