เป็นประเพณีสำคัญในวันออกพรรษาของจังหวัดอุทัยธานี พระสงฆ์ทุกรูปที่จำพรรษาในอำเภอเมืองอุทัยธานีประมาณ 500 รูป จะเดินลงบันไดเป็นแถวจากยอดเขาสะแกกรังนำด้วยพระพุทธรูปปางเสด็จจากดาวดึงส์ลงมารับบิณฑบาตข้าวสาร อาหารแห้งจากพุทธศาสนิกชนที่ลานวัด โดยสมมติมณฑปบนยอดเขาสะแกกรังเป็น “สิริมหามายากูฎคาร” ที่พระพุทธเจ้าทรงเทศน์โปรดพระพุทธมารดา แล้วเสด็จกลับสู่โลกมนุษย์ลงบันได 339 ขั้น ซึ่งถือเป็นบันไดแก้วสู่สังกัสนคร คือ บริเวณวัดสังกัสรัตนคีรี ในวันนั้นประชาชนจะแต่งกายสวยงามและมาร่วมทำบุญกันอย่างพร้อมเพรียง นับเป็นงานประเพณีที่มีชื่อเสียง ได้รับความนิยมจากนักท่องเที่ยวทุกปี ในวันนี้คหบดีของจังหวัดอุทัยธานี จะนำงาช้างเก่าแก่ที่สะสมไว้มาจัดเป็นโต๊ะหมู่บูชาเพื่อรำลึกถึงบุญคุณที่ช้างมีต่อชาวอุทัยธานี ซึ่งแต่ก่อนมีอาชีพทำไม้ นักท่องเที่ยวสามารถชมและถ่ายรูปเป็นที่ระลึกได้ด้วย ซึ่งใน 1 ปี จะมีเพียงวันเดียวเท่านั้น
