การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อวางแผนการใช้ประโยชน์ที่ดินในภาคตะวันออกเฉียงเหนือตอนล่างของประเทศไทยให้เกิดการพัฒนาอย่างยั่งยืนด้วยการประยุกต์ใช้โปรแกรมสารสนเทศภูมิศาสตร์ประเมินศักยภาพทางการเกษตรของที่ดิน โดยใช้ข้อมูลตามความสามารถแต่ละปัจจัย ระดับความสูงของพื้นที่ อันดับดิน พื้นที่ระบบชลประทาน และสภาพความชื้นดิน เข้าสู่โปรแกรมด้วยวิธีการซ้อนทับชั้นข้อมูลตามค่าน้ำหนักความสำคัญที่กำหนดไว้เป็นเกณฑ์ ศักยภาพทางการเกษตรของที่ดิน(APLC)นี้มีอยู่ 6 ชั้น โดย APLC 1 – 5 นั้นเหมาะสมทางการเกษตรมากที่สุดลดหลั่นกันลงไป สำหรับAPLC 6 นั้นต้องอนุรักษ์ไว้เป็นป่าไม้เท่านั้น รวมทั้งประเมินความเหมาะสมของการใช้ที่ดินปัจจุบัน ซึ่งแบ่งออกเป็น 5 ประเภทใหญ่ ๆ คือ พื้นที่นาข้าว (P) พื้นที่เกษตรอื่น ๆ (OA) พื้นที่ชุมชนและสิ่งปลูกสร้าง (U&I) พื้นที่ป่าไม้ (F) พื้นที่แหล่งน้ำ (W) และพื้นที่เบ็ดเตล็ด (M) และเสนอแนะแนวทางการใช้ที่ดินที่ถูกต้องให้ทุกครัวเรือนมีที่อยู่อาศัยเป็นของตนเองและมีพื้นที่สำหรับใช้ประกอบอาชีพสุจริตด้วย
