คณะกรรมการบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (กพท.) ได้ประกาศเขตพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืนหมู่เกาะช้างและพื้นที่เชื่อมโยง (พพ.1) โดยประกาศในราชกิจจานุเบกษา เมื่อ 24 กันยายน 2547 และ อพท. ได้จัดการประชุมแนะนำพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน ในวาระการประกาศเขตพื้นที่พิเศษหมู่เกาะช้างและพื้นที่เชื่อมโยง เมื่อ 28 กันยายน 2547 ณ ศาลาประชาคม จังหวัดตราด โดยเชิญทุกภาคีการพัฒนาพื้นที่พิเศษหมู่เกาะช้างและพื้นที่เชื่อมโยง จำนวน 350 คน ร่วมประชุม เพื่อเสริมสร้างพันธมิตรในการประสานความร่วมมือการบริหารการพัฒนาพื้นที่พิเศษหมู่เกาะช้างฯ
