การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อการศึกษาการศึกษาการวิเคราะห์นโยบายและการใช้นโยบาย ของคนในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น
กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชากรทั่วไปใน ของคนในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่าจำนวน 80 คน ได้มาโดยการกำหนดขนาดโดยใช้สูตรทาโร ยามาเน่ และใช้วิธีการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถาม แบ่งเป็น 3 ตอน ได้แก่ ตอนที่ 1 เป็นแบบสอบถามทั่วไป ตอนที่ 2 เป็นแบบสอบถาม เกี่ยวกับ การศึกษาการวิเคราะห์นโยบายและการใช้นโยบาย ของคนในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่นตอนที่ 3 เป็นข้อเสนอแนะจากกลุ่มตัวอย่าง การวิเคราะห์ข้อมูลใช้สถิติพื้นฐานในการวิเคราะห์ข้อมูลเชิงปริมาณ ส่วนข้อมูลเชิงคุณภาพจะใช้วิธีการวิเคราะห์เนื้อหา
ผลการวิจัย พบว่า
1. จากการศึกษาเกี่ยวกับทัศนะความคิดเห็นของการศึกษาการวิเคราะห์นโยบายและการใช้นโยบาย ของคนในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น พบว่า โดยภาพรวมอยู่ในระดับบ่อย ( =84.96) คือ สนใจและมีความคิดเห็นที่ดีในการตอบแบบสอบถาม เพื่อได้แสดงความคิดเห็นต่อการวิเคราะห์นโยบายและการใช้นโยบาย ของคนในองค์การบริหารส่วนตำบลของบริหารต่างๆของตำบลตัวเอง
2. ผู้ตอบแบบสอบถามส่วนใหญ่เป็นบุคลากรในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า คิดเป็นร้อยละ 100 เพราะผู้จัดทำงานวิจัยเจาะจงไปที่กลุ่มบุคลากรในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า ผู้ตอบแบบสอบถามส่วนใหญ่มีทัศนะคติในความพึงพอใจและความคิดเห็นในการวิเคราะห์นโยบายและการใช้นโยบาย ของคนในองค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า ที่อยู่ในระดับดีมาก
