1. การเผยแพร่ความรู้ ข้อมูลข่าวสาร และเจตคติที่ดีเกี่ยวกับอาเซียน เพื่อสร้างความตระหนักและเตรียมความพร้อมของข้าราชการ เจ้าหน้าที่ เกษตรกร สถาบันเกษตรกรต่างๆ และผู้เกี่ยวข้องในภาคการเกษตร และประชาชน เพื่อก้าวไปสู่ประชาคมอาเซียน ภายในปี 2558

2. การพัฒนาศักยภาพของข้าราชการ เจ้าหน้าที่ เกษตรกร สถาบันเกษตรกรต่างๆ และผู้ที่เกี่ยวข้องในภาคการเกษตร ให้มีทักษะที่เหมาะสมเพื่อเตรียมความพร้อมในการก้าวไปสู่ประชาคมอาเซียน เช่น ความรู้ภาษาอังกฤษ ภาษาเพื่อนบ้าน เทคโนโลยีสารสนเทศ ทักษะและความชำนาญการที่สอดคล้องกับการปรับตัวและเปลี่ยนแปลงทางอุตสาหกรรมและการเพิ่มโอกาสในการหางานทำของประชาชน
